Five-year panel appointment for annual brush-cutting and maintenance of roughly 160km of circum-peninsula firebreaks in Table Mountain National Park, Cape Town. Bidders need an 80% functionality score, own vehicles and equipment, and certified crews. Closes 27 November 2026.
South African National Parks (SANParks) invites bids for the appointment of a panel of contractors to construct and maintain firebreaks in Table Mountain National Park (TMNP) over a five-year period. The panel will supply trained, equipped crews familiar with the park and its surrounds. Work covers the annual maintenance of the circum-peninsula firebreak network on the Wildland Urban Interface, which separates the park and adjacent urban and rural areas from wildfire risk, along with the initial construction of new or additional breaks. The network totals approximately 160km and is divided into nine bid areas across the City of Cape Town, private land, the Department of Public Works and several TMNP management sections, including Silvermine, Tokai, Price Drive, Atlantic Seaboard, City Bowl, Groote Schuur, Newlands, Orange Kloof, Redhill, Welcome Glen, Scarborough and Simon's Town. Requests for quotations will be issued annually to panel members, and alignments may change each year following ecological and planning reviews. The work season runs from September to November.
The scope of work includes brush-cutting fine vegetation to about 5cm, removing and dispersing cut material, felling and trimming dead or dying trees, clearing logs and branches, and clearing alien vegetation by manual removal or approved herbicide application under supervision of a registered Pest Control Operator. Contractors must also remove litter daily, avoid operations on days with Orange or Red Fire Danger Index ratings, comply with strict fuel, herbicide and fire-safety rules, and report wildfires immediately. Work is restricted to 07:00 to 17:30 on weekdays unless permission is granted. Contractors provide their own vehicles, machinery and labour, and must comply with the National Veld and Forest Fire Act, the Occupational Health and Safety Act and labour legislation. SANParks supplies herbicide.
Evaluation is in two phases. Bidders must first achieve at least 80 out of 100 functionality points, based on company firebreak-cutting experience (at least five reference letters or completion certificates for full marks), equipment (minimum five brush cutters and five chainsaws, with photographs and an equipment register), human capital (a team supervisor, five brush-cutter operators, two chainsaw operators, two herbicide applicators, a first aider and basic wildland firefighting certification for the whole team, with certificates under 24 months old), and vehicles (licensed, roadworthy vehicles able to carry the team and a trailer). Bids that pass are then scored 80 points on price and 20 on preference under the 80/20 system, with points available for B-BBEE status and local business location. Bidders must be registered on the Central Supplier Database, hold a valid tax compliance status PIN, and submit the official forms. A compulsory site meeting is held on 13 November 2026 at 10:00 at the Tokai Admin Office. Bids close on 27 November 2026 at 11:00 and must be delivered by hand to the Table Mountain National Park tender box, as electronic submission is not accepted for South African bidders. Bids remain valid for 150 days after closing.
Contractors with proven veld fire, bush-clearing or firebreak experience and the capacity to field a crew of at least 10 people with brush cutters, chainsaws and herbicide application equipment. Suitable bidders include Cape Town-based environmental contractors, land management and fire prevention firms, and B-BBEE-compliant SMEs with their own fleets and certified staff in wildland firefighting, first aid and chemical handling. Businesses without equipment, vehicles or certified personnel, or that cannot meet the 80% functionality threshold, should not apply unless they can form a compliant joint venture or consortium. Each consortium partner must submit its own tax compliance certificate and CSD number.
