Physical Security Services - Non-Key Point Sites

Lepelle Northern Water (LNW) has invited bids for the appointment of physical security service providers to guard its non-key point sites across the Mopani, Sekhukhune and Capricorn regions of Limpopo Province. The contract runs for 60 months and is structured as a multiple-award tender, with a separate award per region. LNW's sites are critical to bulk water supply for mines, businesses and municipalities, so the appointed providers will play a central role in protecting people, physical assets and information. The tender is issued under reference LNW04/26/27, with a closing date of 7 December 2026 at 11:00 and a compulsory briefing on 23 November 2026 at Ebenezer Water Treatment Works.

The scope of work covers 24/7 physical guarding, access control, and incident management. Service providers must search staff and visitors, maintain admission control registers, control the movement of goods, conduct routine inspections of fences, doors and lighting, and manage keys and visitor cards. A fully equipped 24-hour Security Control Room must be maintained within Limpopo, with hourly communication with officers during the day and every 30 minutes at night. Providers must also submit daily patrol reports and monthly operational reports, prepare incident reports within 24 hours and full investigation reports within two days, liaise with SAPS, and provide contingency plans for emergencies, evacuations and fire drills. Operational apparatus includes uniforms and safety boots, handheld metal detectors, radios, batons, pepper spray, handcuffs, occurrence books, registers and an electronic card reader system. Armed posts are specified only where stated, and firearms must be held under a valid Central Firearms Registry accreditation and kept in SABS-approved storage.

Compliance requirements are strict. Bidders must hold valid PSIRA registration and a PSIRA Letter of Good Standing, PSSPF and COIDA good standing, NBCPSS registration, CSD and tax compliance, and audited or reviewed financial statements for two years. Public liability or professional indemnity cover of at least R10 million is required. Bidders must also show at least two vehicles, a Limpopo control room, a list of at least ten firearm-competent officers, and a functionality score of 70 or more to proceed to price evaluation. Scoring is weighted 35 points for operational experience, 20 for vehicles, 30 for the implementation plan and 15 for financial capability. Price carries 90 or 80 points under the 90/10 or 80/20 preference system, with 10 or 20 points available for specific goals. Penalties for non-compliance, such as late posting, desertion or missing investigation reports, are set out in the tender document. For suitable service providers, this is a substantial, long-term opportunity to deliver a regional security contract for a major public water utility.
