Overview

Summary

Three-year supply and delivery of industrial lifting and rescue equipment, including 80-ton high-pressure airbag sets, for Polokwane Municipality. Equipment must be NFPA and SANS approved, and bidders must hold manufacturer certification and attend a compulsory briefing session.

Detailed Description

Polokwane Municipality, through its Community Services Directorate and Disaster Management and Fire Services business unit, has invited bids for the appointment of a service provider to supply and deliver industrial lifting and rescue equipment over a period of three years. The contract runs from the signing of the Service Level Agreement (SLA). The core requirement is the supply of specialised, high-capacity rescue tools for emergency response. The primary specified item is an 80-ton high-pressure flat-form airbag set. The set consists of three stackable bags of different sizes, made from neoprene reinforced with three aramid inlays and covered with aramid/Kevlar reinforcement. Each bag must have a minimum bursting pressure of 48 bar (4.8 MPa), a working pressure of 10 bar, an operating temperature range of -20°C to +55°C, and a lifting height of at least 170 mm. The bags must keep a straight, non-crowning working surface when lifting. The set must include an ISO 6150 C instantaneous male coupling, a triple dead-man controller with three 10 m inflation hoses, a 10-bar pressure reducer with a 2 m connection hose, and shut-off and safety valves on the hoses. The 300-bar SCBA cylinder is excluded from the supply. All equipment must be NFPA and SANS approved, and no deviation from the specifications is permitted, as the items are specialised. Each item must be tested before any invoice is signed off, and the Municipality may refuse equipment that does not meet these conditions.

Bidders must be certified to supply, sell and distribute the products, or hold certification from approved manufacturers or companies. A certified copy of this certification, dated no more than six months before the closing date, must be attached. Bidders must also hold a valid Central Supplier Database (CSD) number and a valid tax compliance status (TCS) PIN, and provide certified ID copies of all directors, members or shareholders. Proof of payment of municipal rates and taxes, a lease agreement or a tribal authority letter, dated within three months, must be included. Attendance at the compulsory briefing session on Tuesday 3 November 2026 at 10:00, held at the New Peter Mokaba Stadium Complex Executive Lounge (1st Floor), is an absolute requirement, and non-attendance will result in disqualification. Bids close on 26 November 2026 at 10:00 and must be deposited in the bid box at the Civic Centre, Landdros Mare Street, Polokwane. Bids are valid for 90 days. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including black, women, disabled, and youth ownership and residence within the Polokwane Municipality jurisdiction. Prices must include VAT at 15%, and escalation is calculated annually at the consumer price index.

The contract supports the Municipality's ability to respond to emergencies such as vehicle extrications, structural collapses, and industrial incidents, where lifting and stabilisation equipment is critical to saving lives. Securing a three-year supply arrangement gives the Municipality consistent access to certified, standards-compliant equipment and reduces the need for repeated procurement. For the successful bidder, the contract offers a predictable, multi-year revenue stream from a public-sector buyer, with clear technical specifications, defined testing and acceptance procedures, and standard General Conditions of Contract. Bidders should review the full tender document, including the MBD forms, the pricing schedule, and the General Conditions of Contract, before the briefing session.

Suitable Businesses

This tender is best suited to authorised distributors and suppliers of fire, rescue, and emergency response equipment, particularly those with certified relationships with international or approved manufacturers of high-pressure lifting airbags. Companies must be able to provide proof of manufacturer or distributor certification, NFPA and SANS compliance documentation, and a valid CSD number and tax compliance status. Businesses that can attend the compulsory briefing on 3 November 2026 and meet the 80/20 preference criteria, such as black-, women-, disabled-, or youth-owned enterprises or those residing within the Polokwane Municipality jurisdiction, are also strong candidates. Engineering and safety equipment importers with a local presence and the capacity for a three-year supply and maintenance commitment should also consider this opportunity.
