Nkangala District Municipality (NDM), based in Middelburg, Mpumalanga, has issued a 24-month term tender for the appointment of a supplier to supply, deliver, install and commission a broad range of tools, machines, materials and equipment for Micro, Small and Medium Enterprises (MSMEs), cooperatives and informal traders operating within the district. The programme forms part of NDM's enterprise support and local economic development strategy, aimed at reducing operational bottlenecks, creating employment and supporting informal sector transformation. Under the term contract, items are procured against individual municipal work orders or purchase requisitions, which is intended to streamline procurement turnaround times and improve supply chain efficiency.
The scope of work covers a wide range of equipment, including mobile cold rooms and freezers, generators, mobile sanitation units, industrial sewing machines and overlockers, large-format and sublimation printers, vinyl cutters, automotive workshop equipment, compressors, construction and garden equipment, catering and kitchen units, tents, furniture, poultry and agricultural equipment, fibre optic splicing tools, irrigation systems, and greenhouse infrastructure. The successful supplier must deliver items to beneficiary sites across the six local municipalities (including Emalahleni, Steve Tshwete, Thembisile Hani, Dr JS Moroka, Victor Khanye and Emakhazeni), install and test all equipment, and provide basic operational demonstrations and safety instructions to beneficiary operators. All supplied items must comply with SABS/ISO standards, and authentic OEM warranty certificates must be issued on delivery. The supplier also bears financial and legal responsibility for loss, damage or theft during transit, delivery or installation.
Bidders must demonstrate at least two prior projects involving the supply and delivery of goods, provide a minimum 12-month manufacturer or supplier warranty declaration, and submit a detailed implementation and delivery plan covering logistics, installation and after-sales support. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, alongside a functionality assessment covering firm experience, methodology, fleet availability and bank rating. Mandatory compliance documents include a SARS Tax Compliance Status PIN, a CSD report, Declaration of Interest, Declaration of Tax Status, a bank letter not older than three months, and a municipal account declaration.
