The NHBRC seeks a service provider to supply, install, and maintain a perimeter electric fence system at its Sunninghill head office, replacing the existing 600m fence and gates. Bidders must hold PSIRA, CIDB (Grade 3EB or higher), and Department of Labour registrations, with a 24-month maintenance period required.
The National Home Builders Registration Council (NHBRC) has invited suitably qualified service providers to submit quotations for the supply, installation, and maintenance of a comprehensive electrical fencing system at its head office in Sunninghill. The project forms part of the NHBRC's broader security control measures, which include physical barriers, surveillance, access control, and guard houses, designed to protect personnel, assets, and information against unauthorised entry and other security breaches.
The scope of work includes a full inspection and assessment report of the existing electric fence system; removal of the existing wire fence and gates (approximately 600 metres); and installation of a new perimeter fence of similar length with an electrified top section and new gates. Electrification works cover two zones, including replacement of all electrified wires, broken tensioners (approximately 100), and two motor gates, with solid aluminium alloy 1.6mm electric fence wire specified. The contractor must fit two-way in-line gate contacts, install lightning protection with dual poles per zone in accordance with SANS 10222, and integrate the system with the existing alarm system. A two-zone keypad is to be installed in the guard house. The works must be sequenced so that each section of old fence is replaced on the same day to ensure the site is never left unsecured. Testing and commissioning of the full system is required, along with a Certificate of Compliance (COC) upon completion, and training of relevant security personnel in basic troubleshooting and safety protocols.
The successful bidder will provide a 24-month maintenance and support service after installation, with a two-year guarantee on both the electrical fence and perimeter fence, and will be obliged to correct any defective items within one year of delivery at its own cost. Bidders must submit a detailed project plan in PDF format covering material lead times, installation and removal durations, and critical path activities. Mandatory requirements include PSIRA registration, Department of Labour accreditation as an installer, a valid CIDB registration (Grade 3EB or higher), CIDB 2SQ or GB, Local Content Declaration (Form 6.2 and Annexures C, D and E), public liability, product liability and professional indemnity insurance of at least R1 million (or a letter of intent), and completed SBD 4 and SBD 6.1 forms. Compliance is required with SANS 10222-3, SANS 60335-2-76, SANS 10142, the Electrical Machinery Regulations and the National Building Regulations. Evaluation follows the 80/20 preference point system for contracts up to R50 million, with a minimum technical score of 60 out of 100 points required to proceed to price evaluation. A compulsory briefing session and site inspection are required before bidding.
Security integrators and electric fencing contractors registered with PSIRA and holding CIDB registration at Grade 3EB or higher, with CIDB 2SQ or GB designation, and a Department of Labour accredited installer status. Businesses with experience in high-security perimeter systems, SANS 10222 compliance, and gate motor installation, and with capacity to carry out sequenced fence replacement without compromising site security, are best suited. Suppliers able to meet the local content requirements and maintain R1 million in liability insurance should apply.
