Three suppliers will be appointed for three years to supply and deliver traffic signal equipment and cables, including poles, controllers, LED signal heads, detectors and wiring. Items must be SABS-approved, delivered within 7 to 14 working days, and a compulsory briefing session applies.
Polokwane Municipality has invited bids for the appointment of three service providers to supply and deliver traffic robot (traffic signal) equipment and cables over a three-year period, under bid number PM33-26/27. The tender is structured as a rotational supply arrangement: materials are ordered as and when required, and the municipality may use the three appointed providers on a rotational basis. The contract period runs for three years from the signing of the service level agreement. Bids close on 1 December 2026 at 10:00, and bids remain valid for 90 days after closing.
The pricing schedule covers 56 specified items, including standard 3.3m poles, 6.2m totem poles and 5m cantilever poles with foundation frames and fasteners; pole mounting straps, terminal boxes and pedestrian push button stations; 10-phase and 14-phase OTU-ready controllers with cabinets; Outstation Transmission Units with GPRS modems; GPS clock correction units; 8-circuit active load units; self-tuning loop detectors; relays and signal switching triacs; 2-, 3-, 4- and 5-aspect LED traffic lights; LED signal modules and background screens; side mounting brackets and visors; multi-core power cables (27-core 1.5mm², 19-core 2.5mm², and 4-core 6mm² and 10mm² at 600/1000V); and associated robot pole bases, sleeves, tops, straps, backboard fixings, signal head shades and control cabinets. Bidders must supply unit prices for each item, and may also quote a markup percentage for non-scheduled items, which may not exceed 30% of cost price. Prices are subject to annual escalation at the Consumer Price Index on each contract anniversary. All materials must be SABS-approved, and a sample of required stock must be submitted for approval before bulk delivery. Orders must be delivered as a single consignment to Polokwane Municipality Stores at 106 Vermukuleit Street, Polokwane, within seven working days of the order, or within fourteen working days where items require manufacturing.
Bidders must meet strict administrative requirements. A compulsory briefing session will be held on Thursday 5 November 2026 at 10:00 in the Executive Lounge, New Peter Mokaba Stadium Complex, and non-attendance will invalidate a bid. Critical requirements include a valid CSD number, a valid tax compliance status, certified IDs of all directors, proof of municipal rates and taxes, proof of funding of at least R500 000 (from an authorised financial services provider or a credit facility, or a bank statement not older than 30 days), and fully completed and signed standard forms (MBD 1, 4, 5, 6.1, 8 and 9). Evaluation is based on an 80/20 system, with 80 points for price and 20 points for specific goals: ownership by black persons (5), women (5), persons with disabilities (4), youth (4), and residents of the Polokwane Municipality jurisdiction (2). The successful bidders will be required to provide a performance security and a service level agreement. The contract is governed by the General Conditions of Contract, and the municipality's standard provisions on delivery penalties, warranty (typically 12 months) and termination for non-performance apply. Payment is due within 30 days of a valid invoice.
This tender is best suited to suppliers and distributors of traffic signal and electrical equipment, including authorised distributors of traffic control manufacturers, electrical wholesalers that stock SABS-approved cabling and signal components, and companies able to supply and deliver large orders as single consignments within 7 to 14 working days. Bidders should have the financial capacity to show at least R500 000 in funding or credit, be able to attend the compulsory briefing on 5 November 2026, and hold a valid CSD registration and tax compliance status. Businesses that are black-owned, woman-owned, disability-owned, youth-owned or based within the Polokwane jurisdiction may benefit from specific goals points. Companies that cannot supply the full range of items may still apply, but should note that the schedule covers 56 items and that a markup of up to 30% is permitted for non-scheduled items.
