Detailed Description

The Passenger Rail Agency of South Africa (PRASA) has issued Tender 01/2026/CTN/INFRA for the as-and-when-required maintenance of fire detection systems across its Western Cape rail network. The contract runs for 36 months and covers stations and station-bound buildings along corridors including Cape Town to Wellington, Strand, Simons Town, Dieprivier, Bellville, Chris Hani, Philippi to Kapteinsklip, and Eersterivier to Muldersvlei. The works also extend to server rooms housing telecoms, IT and signalling equipment, where fire detection is critical to protecting life, property and train operations.

The service requires the appointed contractor to carry out inspection, functional testing, cleaning and calibration, battery testing and replacement, software updates, and emergency repairs on detection equipment such as smoke, heat, flame and gas detectors, addressable control panels and sounders. PRASA has identified that current installations are partly non-compliant with SANS 10139, that false alarms are occurring, and that the previous maintenance contract has expired, creating a backlog. Work must follow a monthly maintenance regime (daily, weekly and monthly checks), maintain detailed records, and be approved by the PRASA project manager before execution. Technicians must be registered with SAQCC Fire, and key staff must hold a valid SAQCC Fire Safety registration. Compliance with the OHS Act, Construction Regulations, SPK 7/1 railway working requirements, SANS 3000 series railway safety standards, and PRASA's SHE specification is mandatory, including site inductions, method statements, risk assessments, and monthly incident and performance reporting.

The tender is evaluated in three stages: compulsory compliance documents (including CIDB 4SF or higher, COID letter of good standing, SARS PIN, CSD registration and a compulsory briefing attendance), a functionality assessment with a 70% minimum threshold (60% key personnel skills and 40% previous company experience), and a price and specific goals score (80/20 split). Specific goals include B-BBEE level, black women, black youth, disabled and EME/QSE ownership. Successful contractors will gain a long-term, recurring revenue stream with a major public rail operator and contribute to passenger safety on one of South Africa's most heavily used commuter networks.

Suitable Businesses

Fire protection and fire detection contractors with SAQCC Fire registration and CIDB grading of 4SF or higher, particularly those with experience maintaining addressable fire alarm systems (e.g., Zeta/ZP-series, Artech panels) and working in railway or live operational environments. Businesses with rail safety, OHS and construction compliance credentials are well placed. Qualifying B-BBEE, black-owned, youth-owned, women-owned, disability-owned, EME or QSE firms are encouraged, as specific-goals points carry 20% of the evaluation. Joint ventures with B-BBEE partners are permitted if a signed agreement is provided. Bidders must attend the compulsory briefing on 28 October 2026.
