Overview

Summary

Construction of a 450mm HDPE landfill gas collection pipeline at Buffelsdraai Landfill, Verulam, including trenching, pipe laying, tie-ins and reinstatement. Requires CIDB grade 3CE. Closes 13 November 2026 at 11:00.

Detailed Description

The eThekwini Municipality, through its Plant and Engineering division within Technical Services, has invited tenders for the construction of a 450mm HDPE landfill gas collection pipeline at the Buffelsdraai Landfill site, located approximately 8 km north-west of Verulam. The works form part of the landfill gas management infrastructure and include setting out, trench excavation through landfill waste and along existing gravel access roads, and the supply, butt fusion welding and installation of approximately 400 m of 450mm HDPE pipe with associated fittings. The scope also covers the installation of horizontal biogas wells connected to the header stations, bedding and backfilling, construction of tie-ins to existing gas header stations, pressure and leak testing, commissioning, and reinstatement of gravel access roads and disturbed areas. Completion documentation, including as-built records of pipeline inverts, end coordinates, knock-outs and bend points, is also required.

This is a specialised civil and mechanical works contract in an operational landfill environment. Contractors must be registered on the CIDB in grade 3CE or higher, be registered on the National Treasury Central Supplier Database and the eThekwini Supplier Portal, and hold valid tax compliance status at closing. A compulsory clarification meeting will be held at the Buffelsdraai Landfill Site on 2 November 2026 at 10:00, and attendance is an eligibility requirement. Tenders are evaluated on an 80/20 price and preference basis, with a minimum of 60 out of 100 functionality points. Functionality criteria cover the experience of the tenderer in similar pipeline projects, the experience of the site agent, foremen and key staff, the preliminary programme, and the construction methodology and quality control plan. Preference points are available for ownership by black and female owners, and for South African owned enterprises based in eThekwini. The contract requires a 4-month practical completion period, a 1-year defects liability period, a 10-year latent defect liability period, and a performance guarantee of 5% of the contract sum for contracts between R1m and R10m, or 10% above R10m. The contract also requires at least 50% local labour from Ward 59, a minimum of 10% of contract value subcontracted to firms more than 51% black-owned, and compliance with OHSA 1993 and the Construction Regulations 2014, including a site-specific health and safety plan. Landfill gas hazards, including methane and asphyxiation risks in enclosed spaces, are a key safety consideration.

The award is subject to budget availability, and the municipality does not bind itself to accept the lowest or any tender. Tenderers must submit a hard copy tender to the Tender Box at the Municipal Building, 166 KE Masinga Road, Durban, and upload the electronic submission to the eThekwini JDE system (ESP Module) before 11:00 on Friday, 13 November 2026. Both submissions must be completed by the closing time, as late or non-compliant submissions will be invalid. Prospective tenderers should note that the eTenders category is listed as General Services, but the document describes a construction works contract, so the CIDB requirements and works documents apply. Tenderers should review the Bill of Quantities and the project specifications carefully, particularly the rates for excavation in compacted municipal solid waste, the 800 mm compaction restrictions near existing watermains, and the requirements for proving services and maintaining access. The pipeline specification also contains some inconsistencies in pipe class and SDR rating, so clarification should be sought at the compulsory meeting or through the nominated query contacts before the consolidated responses are published on 6 November 2026.

Suitable Businesses

This tender is best suited to civil and pipeline contractors registered with the CIDB in grade 3CE or higher, with proven experience in buried HDPE pipeline construction, trench excavation, and gas or leachate infrastructure, ideally in landfill or other operational waste sites. Businesses with certified HDPE butt fusion welding capability, landfill safety experience, and an established Health and Safety management system, including construction safety personnel, will be strongly placed. Joint ventures can bid if each party is CIDB-registered and the combined grading meets the requirement, and the lead partner has at least one grade below the required level. Small and emerging contractors may find subcontracting opportunities in trenching, bedding, backfilling, reinstatement, access road works, or community liaison and local labour. KwaZulu-Natal and eThekwini-based companies, along with B-BBEE-compliant and black- or female-owned enterprises, can benefit from the preference points. Tenderers should attend the 2 November 2026 compulsory clarification meeting, confirm they meet all registration and compliance requirements, and budget for the performance guarantee and insurance obligations before submitting.
