The Electoral Commission (IEC) seeks a FAIS-compliant insurance broker to place and manage commercial fleet insurance for its national office vehicles over 60 months. Bidders must show at least five years of fleet insurance experience, an established Centurion-area office, a GCR-rated insurer, and a claims process supporting a fleet of roughly 490 vehicles.
The Electoral Commission (IEC), an independent constitutional body established under Chapter 9 of the Constitution, invites bids from qualified insurance brokers to provide comprehensive commercial fleet insurance for its national office and wider vehicle fleet. The fleet is distributed across the national office in Centurion and nine provincial offices, comprising several hundred light commercial vehicles, sedans, vans and specialised utility vehicles, many of them 4x4 double-cabs. The appointed broker will act as the intermediary between the IEC and the insurance market, and the contract runs for sixty (60) months, subject to National Treasury approval. Key scope elements include placing catastrophic claims risks with reinsurers, ensuring adequate cover for short-term hired vehicles, and covering professional indemnity arising from IEC vehicles. Minimum policy parameters include a third-party damage limit and passenger liability limit of R2,500,000 each, vehicle insured values based on retail value, a basic excess of 5% (minimum R5,000), and additional excess for theft and hijack of 10% of the claim, waived where a tracking device is fitted. Extensions of cover are required for SASRIA riot insurance, loss of keys, windscreens, wheels and tyres, contingent liability, unauthorised passenger liability, unlimited wreckage removal and towing, car radios up to R2,000, and parking or storage.
The broker must maintain an administrative claims section with a step-by-step process covering claim receipt, registration, assessor appointment and continuous progress updates until settlement. Monthly claims status reports and a yearly consolidated report, including third-party claims, must be provided in Excel format on request. An operations or branch manager with at least three years of commercial fleet management experience must serve as the principal contact and coordinate the service level agreement and periodic review meetings, while a claims administrator with at least five years of fleet claims experience must oversee service quality. Annual premium declarations must be reviewed and submitted for IEC approval at least one month before each renewal date, which falls on 1 December each year. Bidders must be FAIS-registered as insurer, underwriter and broker, hold valid Professional Indemnity Insurance, provide a GCR credit rating certificate for the insurer, supply at least three contactable client reference letters, and pass a due diligence audit of their premises before award. Prices must be firm for 180 days, VAT-inclusive, and evaluated under the 80/20 preference system, with a minimum technical score of 75% required to proceed. Bidders must also be registered on the National Treasury Central Supplier Database with a compliant tax status, and must meet B-BBEE and SBD4 disclosure requirements.
This opportunity offers a stable, long-term five-year engagement with a public institution of national standing and clearly defined service standards. It suits established insurance brokerages with proven fleet expertise, strong insurer relationships and robust claims administration capacity. Successful bidders will gain a substantial, recurring mandate that reflects the IEC's fleet of roughly 490 vehicles and historical claims volumes that have grown considerably in recent years.
This tender suits FAIS-licensed insurance brokers and intermediaries with at least five years of commercial fleet insurance experience, established operational offices in South Africa, and strong relationships with insurers and reinsurers. Businesses should have a GCR-rated insurer partner, Professional Indemnity Insurance, a dedicated fleet operations manager and claims administrator, and the capacity to manage a large, multi-province vehicle fleet. Bidders must be CSD-registered with compliant tax status and able to meet the B-BBEE and disclosure requirements. Small or start-up brokers without the required experience or capacity are unlikely to qualify.
