Investment & Tourism Promotional Video, USB & Brochure Production

The Buffalo City Metropolitan Development Agency (BCMDA) is seeking a suitably qualified service provider to deliver a complete end-to-end marketing package promoting Buffalo City, East London, as a destination to leave, work and play. The assignment covers project planning and inception, research and content development, creative concept design, scriptwriting, professional filming and drone photography, interviews with municipal, tourism and investment stakeholders, voice-over recording, post-production, and final mastering to broadcast and digital marketing standards. The main video should be structured to stand alone as separate investment and tourism promotional films, with a strong call to action directed at investors, developers, tourism operators and strategic partners.

The package also includes the production of 150 branded USB flash drives (minimum 16 GB recommended) containing the final video, and 50 full-colour, print-ready A4 brochures or catalogues of 8 to 16 pages, incorporating maps, infographics and QR codes linking to BCMDA digital channels. The provider must supply a detailed project programme, typically completed within 8 to 12 weeks of appointment, and must include at least two rounds of consolidated revisions in the quoted price. Eight formal approval stages apply, covering concept, script, rough cut, final video, brochure draft and final quality assurance. All factual claims and investment figures must be verified with BCMDA, and all third-party music, footage and graphics must be properly licensed. Intellectual property in the final deliverables transfers to BCMDA upon full payment.

Compliance requirements are strict. Bidders must provide proof of CSD registration, complete MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9 and the Declaration of Bidder, and submit municipal account or debt clearance evidence for the company and its directors. Bidders must achieve at least 70/100 on functionality to proceed to evaluation. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including B-BBEE Level 1 status, location within the BCMM area, and black women, black youth and disabled-person ownership.
