Eskom is seeking a 3-year enabling agreement (Dec 2026 to Nov 2029) to purchase and remove scrap conveyor belts on an as-and-when-available basis from its Mpumalanga power stations. Bidders must hold second-hand goods and waste transport registrations and pay per kg.
Eskom Holdings SOC Ltd, through its Procurement and Supply Chain Management division, has issued an open Invitation to Tender (reference OLT2128237) for the establishment of an enabling agreement for the disposal of scrap conveyor belts from Arnot and Hendrina Power Stations. The contract runs for three years, from 1 December 2026 to 30 November 2029, and is structured on an as-and-when-available basis, so volumes are not guaranteed. This is an income-generating disposal rather than a procurement of services. The successful tenderer pays Eskom for the material and takes responsibility for its collection, handling, removal and transport. Bids are priced per kilogram, excluding VAT, across three categories: scrap steel cord conveyor belts, scrap ply conveyor belts, and scrap off-cuts and pieces. Eskom notes that mixed conveyor belts are sold with unknown quantities. Eskom will identify the goods on sale, and tenderers should factor their costs into their prices.
Evaluation is based on the 80/20 preference point system, with 80 points for price and 20 points for specific goals under the Preferential Procurement Policy Framework Act. Bidders are ranked on combined scores. Technical evaluation has two phases, a desktop assessment and a site visit inspection, and assesses technical and mechanical capability, industry experience and ethical track record under the Second-Hand Goods Act, and the ability to perform the contract efficiently and economically. Proof of valid, current Central Supplier Database (CSD) registration is mandatory. Tenderers must also submit a technical inventory list, a method statement, and safety, environmental and quality returnables. Environmental returnables include a signed environmental policy, a waste management plan, an environmental management plan, proof of registration as a waste transporter under the National Environmental Management: Waste Act, and proof of registration with SAPS as a second-hand goods dealer or recycler. Returnables also include proof of registration for any storage or sales facility, and training records for handling the waste. Safety returnables include a COIDA letter of good standing, a signed OHS policy, a baseline risk assessment, and a SHE plan. Quality returnables follow ISO 9001 requirements.
Operational conditions are strict. Successful tenderers must obtain an Eskom permit before work begins, and must notify the site agent on completion so the job can be signed off. Payment to Eskom is due within five days of the sale, and goods are released only after payment is received and the buyer has obtained a removal and transport permit. The site must be left clean, littering is prohibited, and no rubble may remain. Portable firefighting equipment must be on site during cutting operations. Any oil left in the equipment becomes the property of the successful tenderer, who is also responsible for any spills and their rehabilitation. No on-site accommodation is permitted, and all work must comply with the OHS Act 85 of 1993. Eskom will disqualify tenderers with a history of default on existing or expired contracts, or with open non-conformances. Tenders close on 6 November 2026 at 10:00 and must be submitted electronically to informaltendering@eskom.co.za. The tender validity period is 90 days. Queries should go in writing to Reqeba Kamroodeen, Senior Advisor, Investment Recovery, at kamroore@eskom.co.za. No clarification meeting is scheduled.
This tender suits registered scrap metal dealers, recyclers and rubber or conveyor belt reclaimers with the capacity to collect and transport heavy industrial material from power station sites. Applicants should hold current CSD registration, a SAPS second-hand goods dealer registration, a waste transporter registration, and COIDA good standing. They should also be able to provide an OHS policy, environmental management documentation and ISO 9001-based quality documentation, and to demonstrate suitable equipment, trucks and safety practices. Businesses without these registrations, or those seeking a fixed-volume supply contract, are unlikely to be suitable. Because volumes are as-and-when-available and the tender is evaluated mainly on price per kg, it is best suited to established operators who can handle variable volumes and are comfortable competing on price.
