Eskom is inviting offers to purchase, collect and remove one scrapped 10MVA transformer at Seboka Substation on a once-off basis. Successful bidders must pay within five working days of sale and collect within seven working days of the work instruction. Closing date: 2 November 2026.
Eskom Holdings SOC Ltd, through its Investment Recovery section, is inviting offers to purchase a decommissioned 10MVA power transformer at Seboka Substation on a once-off basis. The buyer takes ownership of the scrap unit as-is, with Eskom providing no guarantee or warranty on its condition or workability. Bidders are expected to inspect the unit before tendering. Eskom will identify the goods on sale, and a non-compulsory viewing and clarification meeting is scheduled. Attendance must be confirmed in writing with the Eskom representative, Phallang Mokoena, by 28 October 2026 at 13:00. Note that the tender documents list the site visit as 29 September 2026, which predates publication, so bidders should confirm the date with the buyer. Offers must be emailed to Informaltendering@eskom.co.za by 10:00 on 2 November 2026, with the enquiry number OLT2128235 as the only text in the subject line and all files in PDF format. Late offers are not accepted. Offers remain valid for 90 days after closing.
The successful bidder must pay Eskom in full for the unit within five working days of the sale, and collection must be completed within seven working days of the approved work instruction or task order. The release of the scrap depends on receipt of payment and on the buyer obtaining a permit to remove and transport the equipment. The buyer is responsible for the safe dismantling, collection, handling, removal and transportation of the transformer, and must supply qualified labour, certified plant, machinery, equipment and transport. Transformer oil must be handled carefully, and any oil spills must be rehabilitated at the buyer's cost. The site must be left clean and free of rubble, and littering is prohibited. Bidders must also account for their own rigging, transport and pumping equipment. Hazardous waste transport requires an Environmental Waste Management Licence or a municipal certificate, and disposal must be at licensed facilities. Portable fire-fighting equipment must be on site during all work, and no accommodation is permitted on site. Eskom accepts no liability for theft, damage or personal injury during removal.
Mandatory returnables include a valid SARS Tax Clearance Certificate, a B-BBEE verification certificate or affidavit, a second-hand goods certificate from SAPS or a licensee, the completed SBD4 bidder's disclosure, the Integrity Pact declaration, an e-auction training acknowledgement, CIPRO documents, director ID copies, CSD registration, a valid COIDA letter of good standing, and a declaration of fair tendering practices. Technical returnables include a technical inventory list and a method statement. Health, safety and environmental compliance must also be demonstrated through a signed SHE policy, a baseline risk assessment, an OHS plan, competency certificates, and environmental policy and waste management documentation. Evaluation is 80% on price and 20% on B-BBEE status. Price is determined through an e-auction, and technical capability is assessed through a desktop review and site inspection. Bidders with open non-conformances or defaults on existing Eskom contracts will be disqualified. The tender documents reference both a 10MVA and a 20MVA transformer. The scope of work specifies 10MVA, so bidders should confirm the unit with Eskom before submitting.
This tender suits registered scrap dealers and recyclers with a second-hand goods certificate, experience with transformers or heavy electrical equipment, and the rigging, heavy transport and certified plant needed to remove a large unit. Bidders must also be able to handle transformer oil safely and hold or obtain the required environmental waste licence or permits. Businesses should have strong health, safety and environmental management systems, a valid COIDA letter of good standing, and a B-BBEE rating, since this contributes 20% to the evaluation. Companies that are not registered on CSD, lack tax compliance, or are on Eskom's or National Treasury's restricted or defaulter lists should not apply. Small businesses can apply if they meet these requirements, and joint ventures are acceptable if the JV agreement meets Eskom's conditions.
