Overview

Summary

Eskom seeks buyers to purchase, collect and remove approximately 70,000 litres of used transformer oil at Spitskop Substation, North Grid. Bidders must supply ISO tanks, hold hazardous waste transport licensing, and submit offers through an eAuction pricing process. Closes 3 November 2026.

Detailed Description

Eskom, through its Investment Recovery division and on behalf of NTCSA North Grid, is offering for sale approximately 70,000 litres of used transformer oil currently held at the Spitskop Substation. The successful purchaser will be responsible for the complete removal process, including establishing the site, supplying and delivering ISO tanks suitable for corrosive oil, draining Spitskop Transformer 2 into those tanks, arranging flushing of the transformer into the supplied tanks, removing the loaded tanks from site, and cleaning the site to ensure good housekeeping. The purchaser must also provide all rigging, transport, valves, pumps and other equipment required to pump the oil directly into their flow truck. All work must be carried out by competent, qualified personnel in accordance with the Occupational Health and Safety Act 85 of 1993 and NTCSA requirements, and no accommodation will be permitted on site.

Bidders must meet a range of compliance requirements before an offer will be evaluated. These include a valid SARS Tax Clearance Certificate, a second-hand goods certificate from SAPS or a licensee, an Environmental Waste Management Licence or a municipal certificate authorising the transport of hazardous waste between sites and provinces, CIPRO registration documents, copies of directors' ID documents, a valid COIDA letter of good standing, an SHE plan, a baseline OHS risk assessment, a CEO-signed OHS policy, and a completed Annexure B OHS acknowledgement. Bidders must also complete the SBD 4 declaration, the Integrity Pact declaration, the Authority to Submit a Tender form, and the reverse e-auction training acknowledgement. Only compliant bidders with no open non-conformances or prior defaults with Eskom will be considered. Eskom gives no warranty as to the condition of the oil, so prospective buyers are strongly encouraged to inspect the site before tendering. Site visits require minimum PPE, and Eskom permits must be obtained before work commences.

Evaluation is weighted 80% on price and 20% on B-BBEE status, with price determined through an eAuction process. Technical evaluation is conducted in two phases, a desktop review and a site visit inspection, and assesses technical and mechanical capability, industry experience, ethical track record, and the ability to deliver the project efficiently and economically. Payment is due to Eskom within five working days of sale, by bank cheque or electronic transfer, and the oil will be released only after payment and the buyer's permit to remove and transport the material are in place. Offers are valid for 90 days from the closing date. For this opportunity, the buyer gains access to a bulk volume of used transformer oil at a competitively determined price, while Eskom achieves compliant, environmentally responsible disposal of the material. Offers must be emailed to Informaltendering@eskom.co.za with the enquiry number OLT2128238 as the sole subject line, and the closing deadline is 10:00 on 3 November 2026. Late submissions will not be accepted.

Suitable Businesses

This opportunity suits licensed used oil and hazardous waste recyclers, scrap dealers and metals or industrial waste companies that hold an Environmental Waste Management Licence or municipal hazardous waste transport certificate, plus a second-hand goods certificate. Bidders should have their own rigging, pumping and flow-truck capability, the ability to supply and manage ISO tanks, and experience with high-volume transformer oil handling. Businesses seeking industrial waste, environmental services or energy-sector work will also find it relevant, provided they can meet the full compliance and safety documentation requirements and the 5-day payment term. Small firms may be suitable only if they can satisfy the licensing, insurance and equipment requirements, either independently or through a compliant joint venture.
