Open Closing: 23 Nov 2026 at 11:00 Published: 5 Nov 2026

Overview

Summary

Alfred Duma Local Municipality is disposing of a 7,510 m² portion of municipal land in Ladysmith for developers to plan, finance, build and complete high-density accommodation. The upset price is R810,000 excl. VAT. A compulsory briefing session is required, and bids close on 23 November 2026.

Detailed Description

Alfred Duma Local Municipality, through its Department of Development, Planning and Human Settlements, invites bids for the disposal of a portion of the remainder of Erf 1, Ladysmith, measuring approximately 7,510 m². The successful bidder will purchase the land and take full responsibility for developing it into a high-density accommodation facility. The municipality's upset price is R810,000 excluding VAT, and bids below this amount will not be considered. The sale is made voetstoots, and the developer must carry all development costs, risks and outcomes from the date of transfer. The scope covers the full development lifecycle: a site suitability assessment, a comprehensive development concept, detailed architectural and engineering designs, and all planning and statutory processes. These include rezoning, subdivision, consolidation, consent use, departures, environmental approvals and building plan approvals. The developer must also secure its own funding, provide bulk and internal infrastructure (roads, parking, stormwater, water and sanitation, electricity), build the accommodation units and supporting amenities, and complete the project to the approved standards within a timeframe agreed with the municipality.

The tender sets strict administrative and financial requirements. Bidders must be registered on the Central Supplier Database (CSD) and provide an original, valid Tax Clearance Certificate, up-to-date municipal rates and service statements, a BBBEE certificate or sworn affidavit, and a joint venture agreement where applicable. Bids are scored 80/20 on price and specific goals. Specific-goal points are awarded for proof of location within the Alfred Duma Local Municipality area and for HDI ownership. Functionality is also assessed on verifiable profiles of similar completed projects (supported by occupation certificates), proof of financial capacity (with scoring tiers from R2 million to R5 million and above), and the quality of the methodology, implementation programme and risk management plan. Bidders must score at least 80% to advance to the second evaluation round. Attendance at the compulsory briefing on 13 November 2026 at 10:00 is mandatory, and failure to attend invalidates a bid. Bids must be hand-delivered to the bid box at the Lister Clarence Building, 221 Murchison Street, Ladysmith, by 11:00 on 23 November 2026. Email and fax submissions are not accepted.

The transaction also carries clear payment and development obligations. The purchase price must be paid in full within 90 days of signing, or by an approved bank guarantee, and the successful bidder must sign the deed of sale within 21 days of accepting the appointment letter. Transfer must be completed within 90 days of payment. Commercial properties must be developed within 12 months, or 24 months where land formalities are still outstanding. The buyer bears transfer costs, transfer duty, VAT and conveyancing fees. The municipality will also give special preference to first-time homeowners in the award process. For the municipality, the project offers a way to unlock underused land and increase residential density in Ladysmith, supporting urban growth and access to housing. For the developer, it offers the opportunity to build a long-term residential asset in a growing municipal area.

Suitable Businesses

This tender is best suited to experienced property developers and consortia with proven residential or high-density development track records, the financial capacity to purchase the land and fund the full project, and in-house or contracted expertise in town planning, engineering and construction. Bidders must be CSD-registered, tax-compliant and able to show that they are located in the Alfred Duma Local Municipality area to earn specific-goal points. Joint ventures are welcome, provided a joint venture agreement is submitted. Construction-only contractors without funding or development capacity are unlikely to qualify, as the successful bidder must own the land and carry the full development risk. Small and emerging developers may still apply, particularly through a consortium with a financially capable partner. Local BBBEE-compliant firms may benefit from the specific-goal points. Interested parties should attend the compulsory briefing on 13 November 2026 and check the financial and functionality requirements carefully before bidding.
