Pest Control and Vegetation Management Services

Transnet SOC Ltd, through its Transnet Property operating division, has issued Request for Proposal TP/2026/09/0182/12250/RFP for the provision of pest control and grounds maintenance (vegetation control) services on an as-and-when required basis in Empangeni, Richards Bay and surrounding areas of Northern KwaZulu-Natal. The contract period is 60 months. Services are called off through Work Orders and Purchase Orders under a Master Agreement, and the affected sites include a wide range of Transnet buildings, depots, station facilities, staff housing, park homes and yards across Empangeni, Mandeni, Meer en See, Golela, Hluhluwe, Mtubatuba, Nseze, Bayview, Richards Bay and the Port of Richards Bay. The affected site list is provided for estimation purposes only and may be amended during the contract term to accommodate operational requirements.

Bidders must submit a fully completed pricing schedule on Transnet's digital procurement system (TDPS), including percentage escalations for Years 2 and 3, with prices fixed and firm for the contract duration under the Master Agreement. Mandatory returnable documents include a valid COIDA Letter of Good Standing, certified proof of registration as a Pest Control Operator with the Department of Agriculture, and proof of public liability insurance of at least R2,000,000. Bidders must also provide the standard essential returnables, including SBD1, the proposal form, declarations, the Supplier Integrity Pact acknowledgement, the Non-Disclosure Agreement, SARS tax compliance proof and CSD registration. Scoring is based on the Operations Manager and Supervisor experience (with minimum area thresholds), a Health and Safety Plan covering specified elements, company experience with vegetation and pest control references, a method statement addressing health and safety, maintenance approach, quality control and assurance, standards, maintenance schedules and key performance indicators, and B-BBEE status with specific goals. A minimum qualifying score of 80 points applies to the technical evaluation.

The contract carries Service Level Agreement penalties for missed milestones, requires monthly progress meetings, and imposes job creation and subcontracting obligations, with penalties for non-compliance. Subcontracting requires Transnet's prior approval and is capped at 25% of contract value unless to an equal or higher B-BBEE contributor. Disputes are referred to AFSA arbitration in Johannesburg, and bidders must comply with the Occupational Health and Safety Act, POPIA, the National Railway Safety Regulator Act and the Transnet Integrity Pact.
