Detailed Description

Transnet Port Terminals (TPT), a division of Transnet SOC Ltd, has issued this NEC3 Term Service Contract for the provision of fire equipment maintenance and the as-and-when-required supply of firefighting equipment across its key Eastern Cape port facilities. The sites covered are the Port Elizabeth Multipurpose Terminal (PEMT), the Port Elizabeth Container Terminal (PECT), the Finger Jetty and the Ngqura Container Terminal (NCT). The contract runs for four years and is priced under Option A (priced contract with price list), with rates fixed for the contract duration.

The scope covers preventative and corrective maintenance, inspection, testing, repair, servicing and certification of portable fire extinguishers (CO2, DCP, water and foam types), hose reels, fire hydrants, sprinkler systems, foam suppression systems, and fire detection systems and panels. Quarterly inspections of all fire equipment and annual maintenance of detection and suppression systems are required, along with pressure testing of extinguishers and the supply of spare parts and replacement equipment. The contractor must provide all labour, supervision, tools, testing equipment, vehicles and consumables, and must keep accurate, auditable records of all inspections and certifications. Quality management plans or ISO 9001 certification, a project organogram with CVs of an inspector and at least two technicians with three years' experience, a list of electrical and mechanical tools with valid SABS-type certification, and at least three contactable references for similar fire equipment work within the past year are all scored as functionality criteria. A minimum functionality score of 70 is required before price is evaluated.

Eligibility requirements include CIDB registration at 3SF or higher, ASIB and SANAS registration, a valid Letter of Good Standing from the Compensation Commissioner, a valid tax clearance certificate, CSD registration, a B-BBEE certificate or sworn affidavit, and attendance at the compulsory clarification meeting held via Microsoft Teams on 1 November 2026 at 11:00. Joint ventures are permitted subject to CIDB and grading conditions. The evaluation uses an 80/20 price and B-BBEE preference system, and the contract value is estimated at under R50 million including taxes. Bidders should submit electronically through the Transnet e-Tender portal at least one day before the closing deadline of 20 November 2026 at 11:00, as late submissions are not accepted. Tender validity is 12 weeks after the closing date.

For qualifying contractors, the tender offers a multi-year, high-value maintenance relationship with one of South Africa's largest port operators, providing steady recurring revenue and a strong reference profile for future public-sector and industrial fire safety work. Given the strict safety, compliance and certification requirements, the contract rewards firms with proven quality systems, qualified technical teams and established track records in fire protection.

Suitable Businesses

This tender is suited to registered fire protection and fire equipment service companies with CIDB grading of 3SF or higher, ASIB and SANAS accreditation, and SAQCC Fire-certified technicians. Firms with experience maintaining extinguishers, hydrants, hose reels, sprinkler and foam suppression systems, and fire detection systems, particularly in industrial, port or large commercial settings, are the primary target. Eastern Cape-based contractors or those able to mobilise to Port Elizabeth and Ngqura will be well placed. Black-owned EMEs and QSEs may benefit from the B-BBEE specific goals, and suitable joint ventures or firms able to subcontract specialist work such as sprinkler systems to accredited partners may also apply. Businesses without the required certifications, grading or fire-specific track record should not expect to pass the eligibility and functionality thresholds.
