Transnet Property seeks a qualified service provider for pest control and grounds maintenance (vegetation control) across Vryheid, Vryheid East, Ulundi and surrounding areas in Northern KZN. Services are delivered on an as-and-when required basis over a 60-month term, with a bid validity of 180 business days.
Transnet Property, an operating division of Transnet SOC Ltd, is inviting proposals from suitably qualified and experienced service providers for the provision of pest control and grounds maintenance (vegetation control) services across its operational sites in Northern KwaZulu-Natal. The primary sites are located in Vryheid, Vryheid East and Ulundi, and the scope may extend to surrounding areas as operational requirements dictate. The affected sites include offices, workshops, depots, mess and ablution facilities, training centres, signal cabins, and police/security stations, with a combined portfolio of numerous buildings ranging from small park homes to large industrial facilities. The contract is structured as a responsive, demand-driven term service agreement running for 60 months, with services ordered on an as-and-when required basis through purchase orders issued under a master agreement.
Vegetation control services include grass cutting, bush clearing, weed control and herbicide application, tree felling, trimming and removal of fallen trees, site clearance and rubble removal, landscaping and lawn care, and cleaning of driveways, parking areas and access roads. Pest control services include fumigation and pest eradication, control of rodents, insects and arachnids, the removal and control of snakes, bees, birds, bats and small mammals, and the installation and servicing of pest control devices. All materials must comply with SANS/SABS standards, and the successful provider must maintain qualified personnel, appropriate equipment, regular reporting and service records, and participate in performance review meetings. Performance is measured against KPIs with penalties for non-compliance, and zero tolerance applies to safety and statutory obligations, in line with the Occupational Health and Safety Act, 1993.
Bidders must meet mandatory requirements including a valid COIDA Letter of Good Standing, a valid Pest Control Operator registration with the Department of Agriculture, and public liability insurance of at least R2,000,000. Evaluation is based on a stepwise process: administrative and substantive responsiveness, a technical threshold of 80 out of 100 points (covering operations manager and supervisor experience, health and safety planning, prior vegetation and pest control references, and a method statement), followed by price scoring (90 points) and specific goals such as B-BBEE status (10 points). Bidders are also required to meet a subcontracting or job-creation commitment of at least 30% of contract value, and to submit the Transnet tender through the Transnet Digital Procurement System (TDPS). A non-compulsory virtual briefing is held via Microsoft Teams, and the closing date is 26 November 2026.
Registered pest control operators with Department of Agriculture accreditation and vegetation/landscaping contractors with proven experience in commercial or industrial grounds maintenance. Suitable for companies with a physical presence or operational capacity in Northern KwaZulu-Natal, valid COIDA compliance, public liability insurance of R2 million or more, and B-BBEE credentials or a credible 30% subcontracting plan. Small and medium enterprises and black-owned QSEs/EMEs are encouraged to partner or subcontract, though the technical threshold (80/100) requires demonstrable experience and a robust health and safety plan.
