Panel of three service providers required for dredging sludge from selected unit processes at wastewater and potable water works across all uMngeni-uThukela Water regions. Services require a dredger, sludge removal of over 90% solids per unit process, safe disposal, and site reinstatement under a 5-year contract.
uMngeni-uThukela Water (UUW) is inviting proposals from qualified service providers for the appointment of a panel of three contractors to provide dredging services across its wastewater and potable water treatment works. The work entails supplying and operating a dredger to remove accumulated sludge and slurry from selected unit processes at treatment plants, as authorised by the relevant plant superintendents. Services must achieve a minimum of 90% solids removal per unit process and be carried out in accordance with the Environmental Management Plan provided in the tender documents and all applicable national legislation.
The scope of work covers the full dredging cycle for each site: assessment and itemised quotations per unit process (to be approved by UUW), site establishment including containers, ablution facilities and diesel supply, transport and crane lifts of the dredger, isolation and dewatering of unit processes, pumping of top effluent, dredging and pumping of sludge to storage or removal, safe transportation and disposal of sludge at UUW-identified disposal sites, and reinstatement of the site and any environmental damage to the satisfaction of the Plant Superintendent and UUW's Environmental Scientist. Contractors must comply with UUW's site-specific Safety, Health, Environment and Quality procedures, provide a safety file for approval before commencement, and deliver daily verbal updates, weekly progress meetings and a final written report per site. Work is scheduled within normal access hours (08:00 to 16:00, Monday to Friday), and invoicing is site specific with payment within 30 days of invoice processing.
Evaluation follows a three-stage process: mandatory compliance (SBD 4, POPIA declaration and Contract Participation Goals), functionality scored out of 100 with a minimum qualifying score of 70 and a compulsory non-zero score on each criterion (covering company experience in dredging, key personnel including a project manager and environmental specialist with EAPASA or SACNASP registration, a method statement addressing spill control and waste disposal, and location of premises with preference for sites within the UUW operational area), and finally price (80 points) and specific goals (20 points). Tenderers must meet a 35% Contract Participation Goal, including 25% from enterprises in the UUW operational area and 10% from local participation, and must hold public liability insurance of R10 million and professional indemnity of R5 million. The contract runs for five years, with a compulsory briefing session on 17 November 2026 at 11:00 in Pietermaritzburg and submissions closing on 3 December 2026 at 12:00.
Dredging and marine construction contractors with plant, dredgers and pumping equipment, environmental and waste management service providers experienced in sludge handling, and civil or mechanical contractors with water and wastewater treatment works experience. Businesses must hold CSD registration, valid tax compliance status and COID, have relevant project references, and meet the 35% CPG requirement, so Small, Medium and Micro Enterprises and businesses based in the uMngeni-uThukela area (KwaZulu-Natal) are strongly encouraged to partner or subcontract. Joint ventures and consortia with complementary dredging and environmental expertise are also suitable.
