Overview

Summary

Professional electrical engineering services for design, documentation, and principal agent duties on the installation of a backup generator and uninterruptible power supply (UPS) at a magistrate's court in Mpumalanga. Requires ECSA-registered engineers and a six-month construction period. Closes 23 November 2026.

Detailed Description

The National Department of Public Works and Infrastructure (DPWI) is seeking a professional electrical engineering firm to provide consulting services for the installation of a backup generator and an uninterruptible power system (UPS) at the Barberton Magistrate's Court in the Umjindi Local Municipality, Mpumalanga. The project aims to keep essential court operations running during power outages and to protect sensitive electrical systems from power disturbances. The tender is issued under the Standard Professional Services Contract and the 2023 NDPWI Scope of Engineering Services and Tariff of Fees, with fees calculated as a percentage of the estimated construction cost for electrical works.

The appointed Service Provider will deliver the normal services across the project stages: inception, preliminary design (concept and viability), detail design, documentation and procurement, contract administration and inspection, and close-out. The Service Provider will also act as Principal Agent, coordinating the project and monitoring contractor progress against the programme. Additional requirements include full-time (Level Two) construction monitoring for six months, preparation of a baseline programme and monthly progress reporting, management of the Environmental Impact Assessment application and Environmental Management Plan, compliance with the Occupational Health and Safety Act, SANS 10142 (Code of Practice for the Wiring of Premises), and the EPWP labour-intensive works guidelines where applicable. Estimated construction is planned as a six-month period, with provisional milestones running from appointment in early 2027 through anticipated practical completion in early 2028.

Eligibility is strict. The tendering firm must be an electrical engineering business, or a multidisciplinary practice with an electrical division, under the full-time supervision of a registered professional electrical engineer or technologist. Current ECSA registration certificates and registration numbers must be submitted for all principals and key persons, and professional indemnity insurance of at least R1.5 million (or 15% of the value of work, whichever is greater) must be confirmed. Bids are assessed on functionality (minimum score of 60 out of 100, covering qualifications and relevant electrical project experience with completion certificates and traceable references), risk criteria, and price with preference points under the 80/20 or 90/10 system depending on value. Tender documents are free to download from the eTenders portal, and the tender remains valid for 84 days after closing on 23 November 2026. Firms with proven experience in power backup systems, UPS design, and public-sector project management are well placed to compete for this opportunity.

Suitable Businesses

This tender is suited to ECSA-registered electrical engineering firms, and to multidisciplinary practices with an electrical engineering division under the full-time supervision of a registered professional electrical engineer or technologist. Applicants should have verifiable experience in backup power, generator, or UPS projects and in public-sector or principal agent roles, with at least several completed comparable projects supported by appointment letters and completion certificates. Firms must be able to provide professional indemnity insurance of at least R1.5 million, a full-time site presence for six months, and EME/QSE status or ownership by designated groups where preference points are claimed. Small firms may qualify where they can demonstrate qualified staff and relevant project references, and may consider joint ventures or consortia with complementary expertise. Businesses without registered electrical engineers, or without relevant electrical project experience, are unlikely to meet the responsiveness and functionality requirements.
