Overview

Summary

Supply and installation of 11kV 70mm² aerial bundle cable transmission lines linking Springfield, S&T and ERS substations and the Zwelethu Tunnel in KwaZulu-Natal over six months. Requires a valid CIDB 3EP or higher grading, working-at-height certification and qualified electrical personnel.

Detailed Description

PRASA (Passenger Rail Agency of South Africa) is seeking a qualified service provider through a Request for Quotation (RFQ), reference KZN/PRASA/2026/11/02/Q, for the supply, delivery, installation, testing and commissioning of 11kV aerial bundle cable transmission lines in KwaZulu-Natal. The works cover three sections: the 11kV Springfield Substation to S&T Substation (approximately 950 m), the S&T Substation to ERS Substation (approximately 850 m), and the Zwelethu Tunnel (approximately 130 m). The contractor must remove the existing 6.6kV aerial bundle cable, supply and install new 70mm² 11kV aerial bundle cable with all accessories, and fit termination kits, 12kV antivandal lightning arrestors with bonding cable, stainless steel suspension brackets, and 11kV ABC transmission line joint kits. All scrap must be transported to the Durban Electrical Depot, and the contractor is responsible for rectifying any defects to overhead traction and electrical (OHTE) infrastructure within seven days of notification. The contract period is six months for payment purposes, and work must commence immediately after award.

Bidders must hold a valid CIDB grading of 3EP or higher. Mandatory submissions include a compulsory briefing and site meeting attendance register (16 November 2026, 10:00, PRASA KZN, 65 Masabalala Yengwa Avenue, Greyville, Durban Station), a COID Letter of Good Standing, a valid SARS PIN, a CSD supplier registration number, and proof of qualified electrician or electrical engineering credentials, Working at Height certification and a valid Category C Green Certificate. Technical evaluation carries 50 points for similar completed aerial bundle cable projects, 25 points for an MS Project schedule, and 25 points for a method statement covering risk identification and mitigation, work breakdown, quality assurance, transport, plant and equipment, barricading and traffic accommodation, with a minimum of 70% required to proceed. Price is scored at 80 points and specific goals (B-BBEE Level 2 contributor status or 51% black ownership) at 20 points, under the 80/20 preference system. Penalties apply for late completion (0.3% of contract price per day, capped at 10%) and for train delays or cancellations caused by the contractor. The contractor must also provide its own security, safety clothing and transport, and must comply with the Occupational Health and Safety Act and submit a safety file before work begins.

Bidders should note that the award is subject to PRASA securing budget allocation, and PRASA may cancel the RFQ before award if funding is not secured. Bids must be submitted by 23 November 2026 at 12:00 to Tender Box No. 04 at PRASA KZN, and the bid validity period is 60 working days. Clarifications can be directed to Rani Thevar (031 813 0138, Rani.padayachee@prasa.com). Prospective bidders should review the document carefully, as it contains inconsistencies in cable size (700mm² in the title versus 70mm² in the scope), the duration (six months for payment versus a 12-month maximum programme), and the references to 6.6kV and 11kV, and should seek clarification where needed. Successful completion will restore reliable power supply to critical rail infrastructure in the KZN region, supporting safe and dependable passenger rail operations.

Suitable Businesses

This tender is suited to registered electrical contracting companies holding a valid CIDB 3EP or higher grading, with experience in high-voltage overhead or aerial bundle cable installation, preferably on railway or similar live infrastructure. Businesses should have qualified electricians or electrical engineers, Working at Height certified staff, and the ability to mobilise plant and equipment in KwaZulu-Natal. Companies must be tax-compliant (SARS PIN), COID-compliant and registered on the Central Supplier Database. B-BBEE Level 2 contributors and 51% black-owned enterprises may claim additional preference points. Firms without prior similar project references, or those unable to attend the compulsory briefing and provide the required safety documentation, are unlikely to qualify.
