Overview

Summary

Three-year maintenance and repair of low and medium voltage electrical infrastructure at OR Tambo International Airport's Western Precinct. Requires CIDB 4EB/4EP or higher and 24/7 breakdown response within 1.5 hours.

Detailed Description

Airports Company South Africa (ACSA) invites tenders for the maintenance of low and medium voltage electrical infrastructure at the Western Precinct of OR Tambo International Airport, Kempton Park, for a period of 36 months. The scope covers preventive maintenance, testing, commissioning, and repairs of switchgear, circuit breakers, transformers, ring main units, mini-substations, protection equipment, medium voltage cabling, bus-bar conductors, power factor correction equipment, and sub-distribution boards. Work must follow OEM recommendations and applicable standards, including SANS 60076, SANS 10142-2, SANS 1874, SANS 1885, SANS 555, SANS 290, NRS 040-3, the OHS Act, and SACAA CAR Parts 139 and 140. Maintenance must be carried out in consultation with ACSA's Electrical Maintenance Department, and medium voltage work requires authorisation from the Electrical Maintenance Manager. Test results must be provided before any repaired equipment is re-energised, and payment is linked to submission of maintenance reports.

The contractor must hold a CIDB grading of 4EB/4EP or higher and a valid COIDA letter of good standing. Minimum requirements include a Project Manager with a National Diploma or B.Tech in electrical engineering or project management and at least three years of engineering project experience, a Electrical Test Technician with a National Diploma in electrical engineering, at least two technicians, and at least three electrical artisans with trade test certificates, all fully employed by the contractor. The contractor must provide its own medium voltage testing equipment, including VLF cable testers, cable fault locators or thumpers, and thermal imaging cameras, with valid calibration certificates. A minimum of four references for medium voltage (11kV and above) projects is required. Bids are evaluated on functionality (minimum threshold of 80 out of 100) and then on price and preference using the 80/20 system. Preference points are available for B-BBEE status and for black youth, black women, and disability-owned entities.

The airport operates 24 hours a day, 7 days a year, so the contractor must respond to breakdowns within 1.5 hours of being notified and provide after-hours callouts. Work sites include the Western Precinct and remote areas, some of which involve submerged cables, long tunnels with limited oxygen, and mandatory airside permits for personnel and vehicles. Successful contractors gain a multi-year maintenance contract with a major national aviation infrastructure operator, offering stable, long-term work. Interested bidders should note that the documents reference both bid number 74168 and RFQ 74376, and that the contract contains both fixed-price and CPI-linked pricing language, so clarification should be sought through the stated query process before the query closing date of 16 November 2026. A compulsory briefing and site inspection takes place on 13 November 2026 at 10:00, and bids close on 30 November 2026 at 12:00.

Suitable Businesses

CIDB-registered electrical contractors holding grade 4EB/4EP or higher, with proven experience in medium voltage (11kV and above) maintenance, testing, and commissioning. Suitable firms have qualified electrical engineering technicians, trade-qualified electricians, and in-house MV testing equipment (VLF testers, cable fault locators, thermal imaging), and can provide 24/7 emergency response and airside operating experience. Companies with strong safety (SHE) systems, COIDA good standing, and B-BBEE credentials are well placed. Joint ventures are permitted, provided each party submits its own tax and CSD documentation.
