Load Management System Repairs and Commissioning

Enoch Mgijima Local Municipality in Komani (Queenstown), Eastern Cape, is seeking a qualified service provider to repair and commission the load management system at its Control Room and Ebden Substation. Load management systems help the municipality control electricity demand, manage peak loads, and protect the network from overloading. The scope covers the diagnosis of existing faults, repair or replacement of defective components, reconfiguration of the system, and full commissioning so the system operates reliably and as designed. Work is expected to follow applicable South African electrical standards and the Occupational Health and Safety Act, and the contractor will be responsible for safe working practices on live or energised equipment.

Bidders should have demonstrable experience in substation control systems, load management or load-shedding equipment, and electrical protection and control. Bidders are expected to supply relevant technical capacity, qualified and registered personnel, and documentation supporting the repair and commissioning work, such as test results and as-built records. Compliance with the Preferential Procurement Policy Framework Act (PPPFA) and the 2022 Preferential Procurement Regulations is required. The evaluation is based on 80 points for price and 20 points for preference, comprising 10 points for B-BBEE status and 10 points for specific goals. Bidders must complete all required tax, company registration, and compliance documentation in the bid pack.

The document fee is R300.00, non-refundable, payable in cash or by EFT to Enoch Mgijima Local Municipality. A briefing session is listed for 5 November 2026 at the Technical Services Department, 20 Brewery Lane, Komani, starting at 10:00. Sealed bids marked with the bid number and project name must be deposited in the bid box at the Budget and Treasury Office by 12:00 on the closing date of 18 November 2026.
