Airports Company South Africa seeks a registered electrical contractor for 36 months of preventative and corrective maintenance of the MV and LV power reticulation network at Upington International Airport. Requirements include CIDB grading 3EP/EB or higher, DOL electrical contractor registration, and a 1-hour breakdown response time.
Airports Company South Africa (ACSA) invites quotations for the preventative and corrective maintenance of the medium voltage (MV) and low voltage (LV) power reticulation network at Upington International Airport. The contract runs for 36 months from signing and is issued under the NEC3 Term Service Contract (Option A, priced contract with price list). The objective is to keep the electrical network serviceable at the lowest practical operating and maintenance cost while ensuring compliance with SANS 10142, OEM requirements, the OHS Act, and aviation-related regulations. The scope covers 11kV MV switchgear, ring main units, LV switchboards and air circuit breakers, power transformers, mini substations, power factor correction equipment, battery tripping units, and infrared scanning of transformers, switchgear, and busbars. The contractor must also supply and manage spares, which carry a provisional sum allowance of R150,000 per annum, and submit detailed service and failure reports with each invoice.
Service levels are demanding. Breakdowns must be responded to within one hour and resolved within one hour of the contractor arriving on site during normal airport operating hours, with equivalent after-hours benchmarks. All planned maintenance must be completed, and no breakdown may be left unattended into the next day or shift. Corrective repairs carry a defect-free guarantee of at least 90 days, and project work carries at least 12 months. Low service damages apply for missed response times, unsafe conditions, and unresolved breakdowns. Work is performed in mostly controlled airside and public areas, so contractors must obtain the relevant airport permits and comply with ACSA safety, environmental, and security requirements. Pricing is fixed for the contract duration, with no price escalation, and is split into lump-sum preventative maintenance, hourly corrective labour rates, call-out fees, and third-party spares with a mark-up.
For the successful contractor, the contract offers a 36-month revenue stream with a predictable preventative maintenance schedule and an established client in the aviation sector. Evaluation is based on functionality (minimum 80 of 100 points), with price scored at 80 points and preferential procurement at 20 points. Mandatory requirements include a valid CIDB grading, CSD registration, SARS tax compliance, a COIDA letter of good standing, and proof of insurance on award. The functionality criteria require proven MV and LV maintenance experience, DOL electrical contractor registration, and qualified installation electricians and assistants with trade tests. The estimated contract value is provided in the pricing schedule and is illustrative only, so ACSA is not obliged to spend the full amount.
Registered electrical contracting businesses with a valid CIDB grading of 3EP/EB or higher and DOL registration as an electrical contractor. Suitable firms have demonstrable experience maintaining MV (11kV) and LV networks, ideally at airports or similar high-availability facilities, and can field qualified installation electricians, electrical assistants, and an OEM-trained specialist. They should be able to respond to breakdowns within one hour, hold or source spares, and meet OHS, COIDA, and insurance requirements. Smaller electrical firms may suit this only through a joint venture or subcontracting arrangement that meets the grading and experience criteria.
