Hessequa Municipality seeks two electrical contractors for a three-year, as-and-when-required rates-based framework covering maintenance, repair, refurbishment, installation, testing and commissioning of electrical distribution infrastructure in the Hessequa area. Contractors must hold a CIDB grading of 6EP or higher, and a compulsory briefing is held on 16 November 2026 in Riversdale.
Hessequa Municipality has invited suitably qualified and experienced electrical contractors to tender for a rates-based framework agreement for the maintenance, repair, refurbishment, supply, installation, testing and commissioning of electrical distribution infrastructure and associated systems within the Hessequa Municipal Area. The contract runs for three (3) years and operates on an as-and-when-required basis, meaning work is issued through individual task orders as needs arise. No minimum quantity, number of task orders or value of work is guaranteed to the appointed contractors, so businesses should plan their resourcing accordingly.
The framework will appoint two contractors, one for each of two geographical areas. The highest-ranked qualifying tenderer will be considered for Area 1 and the second highest-ranked qualifying tenderer for Area 2. Tenderers must bid for the framework as a whole. Eligibility requires an active CIDB grading designation of 6EP or higher, and attendance at the compulsory tender briefing, scheduled for Monday, 16 November 2026 at 10:00 at Riversdale Powerstation, 1 Hospital Street, Riversdale. Tenderers must attend through an authorised representative who signs the attendance register; failure to attend renders the offer non-responsive.
Evaluation proceeds in phases: eligibility and responsiveness (pass/fail), functionality (minimum 75 out of 100 points), and finally price and preference, weighted at 80 points for price, 10 points for B-BBEE status and 10 points for locality. Official tender documents cost a non-refundable R200.00 and must be obtained from the Supply Chain Management Unit at the Absa Building, corner of Dickson and Church Streets, Riversdale, with proof of payment submitted alongside the offer. Sealed tender offers must be deposited in the tender box by Friday, 4 December 2026 at 12:00; late, emailed, faxed or other electronic submissions will not be accepted. Offers remain valid for 120 calendar days from closing, and the municipality reserves the right not to accept the lowest-priced or any tender. Enquiries may be directed to Mr Earl Swart (technical) or Ms Leanne Windvogel (tender process), with the final addendum issued no later than 24 November 2026.
Registered electrical contracting firms holding an active CIDB grading of 6EP or higher, with experience in electrical distribution infrastructure, maintenance and commissioning. Suitable for established contractors able to mobilise quickly across the Hessequa region and manage fluctuating, non-guaranteed workloads. Businesses with B-BBEE status or located within the locality may benefit from preference points. Small and medium contractors meeting the CIDB requirement and able to attend the compulsory briefing in Riversdale should also consider applying.
