Decommissioning of approximately 1.5 km of 11kV and 1.8 km of 400V temporary overhead power lines at Eskom's Kendal Power Station, including pole retraction, conductor and transformer removal, and site rehabilitation. A compulsory site clarification meeting applies.
Eskom Holdings SOC Ltd, through its Generation Group Capital Division (GCD), is procuring a contractor to safely decommission temporary 11kV and 400V overhead power lines at Kendal Power Station in Mpumalanga. The lines were erected to supply park homes occupied by a civil engineering contractor working on the Ash Disposal Facility Extension Project Package 1. That contractor has left site, so the power supply is to be isolated and the lines removed. The contract is awarded under the NEC3 Engineering and Construction Contract (ECC), and the scope of work is documented in Eskom's signed Scope of Work (Revision 5).
The works include isolating and making safe the lines, then dismantling and removing about 1.5 km of 11kV line and about 1.8 km of 400V line. The 11kV work covers retracting 24 poles of approximately 16 m, de-tensioning and removing 35 mm² fox conductors, and removing cross-arms, stays, anchors, jumpers, cut-out fuses, surge arresters and a gang isolator. It also includes removing a 315 kVA, 11kV/400V transformer (approximately 550 kg) and its distribution board, breaking out and removing a 2 m x 2 m x 0.2 m concrete transformer slab, and removing about 250 m of 70 mm² and 6 mm² power cable. The 400V work covers retracting poles set about 1.5 m deep, unstringing and removing bundled conductor, removing two splitter boxes, and removing about 100 m of exposed 35 mm² cable. Some materials must be handed over to Eskom at its designated premises, with written acknowledgement of receipt. All other redundant materials must be transported and disposed of at an approved site roughly 70 km away, and waste must be handled at a licensed facility under the National Environmental Management: Waste Act. Civil reinstatement includes backfilling excavations with G5/G6 material in layers not exceeding 150 mm, compacting to SANS 1200 and SANS 2001, and rehabilitating disturbed areas, including revegetation where applicable.
Tenderers must meet several requirements. These include registration as an electrical contractor with the Department of Labour, a CIDB contractor grading of 4EP or higher (or a compliant joint venture), CSD registration before award, and a health and safety plan with a baseline risk assessment. Tenderers must also submit a Category 3 quality submission under Eskom's QM 58 specification, an environmental management plan, and a project plan in Primavera P6. Attendance at the compulsory clarification meeting on 16 November 2026 at Kendal Power Station is mandatory. Attendance must be confirmed by 12 November 2026, and tenderers that do not attend will be disqualified. Tenders must be submitted electronically through the Eskom e-tendering portal by 04 December 2026 at 10:00. Evaluation is based on functionality (compliance to scope 45%, implementation methodology 40%, civil works capability 15%, with a 70% threshold) and then on price (80 points) and specific goals (20 points) under the 80/20 preference system. The documents do not state a contract value. Tenders must cover the whole scope, and subcontracting 100% of the work is grounds for disqualification.
This tender suits registered electrical contractors with Department of Labour registration and CIDB grading of 4EP or higher. Strong candidates have HV or overhead line decommissioning experience, including completed projects of similar scale, and in-house or subcontracted capability for civil excavation, backfilling and rehabilitation. Businesses should also hold, or be able to produce, OHS, environmental and quality management systems that meet Eskom's requirements, and should be able to attend the compulsory site meeting in Mpumalanga. Companies planning to subcontract the entire scope should not apply, and businesses without CIDB grading or the required electrical registration should not expect to qualify.
