Once-off eight-yearly maintenance of eight 30m high mast lighting poles at the Port Elizabeth Container Terminal and Car Terminal, including sandblasting, hot-dip galvanising, LED floodlight replacement, and repainting. Bidders must provide three references, CVs of a supervisor, sandblasting team and electrician, and a project plan with a lead time of five days per pole.

Detailed Description

Transnet Port Terminals (TPT), an operating division of Transnet SOC Ltd, is seeking a qualified service provider to carry out a once-off eight-yearly maintenance programme on eight high mast lighting poles at the Port Elizabeth Container Terminal (PECT) and the Car Terminal at the Port of Port Elizabeth. These high mast lights provide essential security and operational lighting across the terminals. The purpose of the project is to ensure all poles are maintained in safe, good operating condition and comply with the applicable regulatory Code of Practice (COP 27). The tender is issued under Request for Quotation (RFQ) reference TPT/2026/10/1439/13335/RFQ, with a compulsory site briefing scheduled for 30 October 2026.

The scope of work is comprehensive and covers the full refurbishment cycle for each pole. Service providers will be required to lock out and disconnect electrical supply, dismantle and strip the luminaire and headgear, and supply new stainless steel wire ropes with load test certificates and new electrical supply cable. Components must be prepared, sandblasted and hot-dip galvanised to SABS 763 heavy-duty standards (minimum 85 microns), with electroplated zinc or cadmium finishes expressly excluded. The work also includes replacing ten rollers and shafts and all pulleys on each headgear, supplying new 300W LED floodlight fittings (IP65 coastal grade, five-year warranty), replacing junction boxes, circuit breakers and sockets, and replacing base plate rubber. Each pole is approximately 30 metres high with twelve floodlights, and the service provider must supply all associated fasteners, nuts, washers and Denso tape. The complete pole must be sandblasted and painted to the Transnet Paint Specification, with dust containment, barricading, on-site grit clean-up, and proof of paint thickness at three locations. A mobile crane is supplied by TPT, while a straddle carrier and driver are provided by TPT for moving assemblies; all other equipment must be supplied by the contractor.

Bidders will be evaluated in stages: administrative and substantive responsiveness, then a technical threshold of 70 out of 100 points, and finally a weighted score of 80 points for price and 20 points for specific goals (B-BBEE status and black youth ownership). Technical scoring considers at least three contactable references for similar high mast maintenance work completed within the last five years, CVs for a site supervisor (minimum two years in mechanical or electrical engineering), a sandblasting team and an electrician, and a project plan showing duration (not exceeding five days per pole), personnel allocation, and maintenance milestones. Required compliance documentation includes a company profile, a method statement, a tax compliance status PIN, a CSD registration, a SHE file and security clearance for personnel and vehicles. Successful bidders must also guarantee corrosion protection for a minimum of eight years and workmanship for at least three years. Bids close on 6 November 2026 at 23:00, and all submissions must be made electronically through the Transnet eSupplier Portal.

Suitable Businesses

This tender is suited to structural and mechanical engineering contractors, electrical contractors, and industrial maintenance companies with experience in high mast lighting, heavy-duty steel refurbishment, industrial sandblasting and painting, and hot-dip galvanising. Applicants should have access to a sandblasting team, a qualified electrician and an engineering-qualified site supervisor, along with suitable equipment such as straddle-carrier-compatible lifting gear, and be able to work safely in an active port environment with SHE and security compliance. Small and medium enterprises with B-BBEE credentials and black youth-owned businesses may benefit from the specific goals scoring. Businesses without prior high mast or port maintenance references, or those unable to mobilise within the five-day-per-pole lead time, are unlikely to be competitive.
