Transnet Port Terminals seeks a qualified Lifting Machinery Entity and Inspector to conduct once-off load testing and examinations of all lifting equipment at the East London Multi-Purpose Terminal, covering the Combi, Grain Elevator and Car Terminal areas. Bidders must provide ECSA-accredited LME/LMI certification, LMI qualifications, equipment certification and three recent client references.
Transnet SOC Ltd, trading as Transnet Port Terminals (TPT), has issued Request for Quotation TPT/2026/10/1427/13248/RFQ for the provision of lifting equipment load testing services at the East London Multi-Purpose Terminal (EL MPT) in the Port of East London. The engagement is a once-off requirement. The terminal operates three areas: the Combi Terminal for containers and break-bulk cargo, the Grain Elevator for bulk grain products, and the Car Terminal. Lifting equipment in these areas is critical to operational efficiency, and its unavailability directly affects customer satisfaction. Historically, EL MPT relied on Transnet National Ports Authority to oversee examinations and load testing, but this support has ceased due to resource constraints within that division. TPT is therefore procuring an accredited service provider to fill this gap.
The appointed contractor, operating as a Lifting Machinery Entity (LME) with a Lifting Machinery Inspector (LMI), will cover all lifting equipment across the entire terminal. Work must comply with the Occupational Health and Safety Act and COP 29, applying the more stringent requirement where OEM specifications differ. Where OEM requirements are less stringent, the LMI must alert the Technical Manager so a decision can be made. Any safety-critical defect identified during testing must be reported immediately to the workshop supervisor. The equipment list includes bin winches, electric and manual chain hoists, chain blocks, hydraulic and hand cranes, snatch blocks, cable drum jacks, trestles, cages, slings, lever hoists and approximately 50 slings and 40 shackles and pins, among other items. Suppliers must also comply with TPT SHEQ requirements, including submission of a Section 37 Mandatory Agreement, a Contractor Questionnaire and a Compliance File Assessment Checklist before work begins. Site access requires a safety induction, a valid work permit from the EL MPT project manager, PPE, and a safety file for any vehicles entering the terminal.
Evaluation is based on an 80/20 preference point system, with 80 points for price and 20 for B-BBEE and specific goals. Technical functionality carries a minimum threshold of 80 out of 100 points. Technical scoring allocates 40 points for three contactable reference letters from comparable lifting equipment examination and load testing work completed within the last two years, 25 points for the LMI's CV and certified trade test certificate, and 35 points for a list and certification of all load testing equipment. Mandatory pre-qualification requires an ECSA-accredited certified copy of the LME and LMI certificate. Bidders must submit all pricing electronically through the Transnet eSupplier Portal, with prices in South African Rand inclusive of VAT. The closing date is 06 November 2026 at 23:00, and clarification queries must be submitted before 12:00 on 03 November 2026.
This tender suits ECSA-accredited Lifting Machinery Entities with an in-house or contracted Lifting Machinery Inspector qualified to conduct statutory examinations and load testing under the OHS Act and COP 29. Businesses with experience in port, marine, bulk handling or heavy industrial lifting environments, and those able to supply certified load testing equipment and recent client references, are best placed to respond. Small and medium enterprises with appropriate accreditation and B-BBEE credentials may also qualify, provided they meet the technical threshold and mandatory requirements. General maintenance or crane hire companies without LME/LMI accreditation should not apply.
