Detailed Description

Transnet Property, a division of Transnet SOC Ltd, is inviting qualified contractors to submit proposals for the provision of preventative, corrective and emergency maintenance plus minor new works across its properties in Newcastle and surrounding areas. The contract covers electrical lights and power, civil works, general building, and plumbing services, and will be awarded on an as-and-when-required basis for a period of 24 months. The scope includes planned and scheduled maintenance of water, storm water, sewer and hot water installations; building fabric and roof maintenance; ablution servicing; roller shutter and palisade fence repairs; painting and traffic line marking; drain unblocking; and maintenance of electrical distribution boards, lighting, substation equipment, UPS systems and standby generators. Contractors must also carry out condition assessments, examine existing Certificates of Compliance, and maintain installation logbooks and inventory lists.

Service levels are strictly defined. Emergency call-outs must be attended within set response times based on distance from the Transnet office, typically one to six hours, and the contractor must operate a 24/7 emergency call-out service. Normal breakdown calls, allowed downtimes and key performance indicators, including planned maintenance compliance (100%), key plant availability (95%) and statutory inspection compliance, are monitored, with penalties for non-performance. Work on medium and high voltage equipment requires personnel trained and certified under Transnet's High Voltage Systems regulations. Contractors must submit a maintenance plan within two months of award and provide before-and-after photographs of work performed.

Mandatory eligibility requirements include a valid CIDB contractor grading of 7GB or higher, a project manager holding a BSc in Engineering (Electrical, Civil or Mechanical), trade test certificates for electrician, plumbing and refrigeration/air-conditioning artisans, proof of registration as an electrical contractor with the Department of Employment and Labour, a valid COIDA letter of good standing, a valid tax clearance certificate, a B-BBEE certificate or sworn affidavit, CSD registration, and proof of attendance at the compulsory clarification meeting. Functionality is scored out of 100 with a minimum threshold of 80 points, assessing key personnel CVs, quality plan, company experience, a general building maintenance method statement, and a health and safety plan. Remaining bids are evaluated on an 80/20 price and B-BBEE preference basis. The tender is subject to the Transnet Procurement Ombudsman process for complaints above R5 million, and bidders must observe the integrity pact and compulsory enterprise questionnaire.

Suitable Businesses

CIDB-registered general building, electrical and plumbing contractors graded 7GB or higher, with trade-qualified electricians, plumbers and refrigeration/air-conditioning artisans, and a registered project manager with an engineering degree. Businesses must have proven experience in maintenance of commercial or industrial property, the capacity to respond to emergency call-outs within the specified timeframes, and a valid B-BBEE status. Small and medium enterprises may apply directly or as part of a compliant joint venture, and may benefit from the subcontracting and specific-goals provisions that encourage participation by black-owned, youth-owned and women-owned enterprises.
