Water and Sewer Pump Station Supply & Maintenance

The Msunduzi Local Municipality is inviting suitably qualified and experienced service providers to tender for a framework agreement covering the supply, installation and maintenance of water and sanitation pump stations within its jurisdiction in Pietermaritzburg, KwaZulu-Natal. The framework agreement is intended to provide a structured, multi-year mechanism for the municipality to call off pump station works as operational needs arise, supporting the reliability of its water supply and sewer conveyance infrastructure. The tender is split into two sections: Section 1 covers water pump stations and Section 2 covers sewer pump stations. Tenderers may bid for one or both sections, and each section is evaluated separately.

Eligibility is restricted to service providers registered with the Construction Industry Development Board (CIDB) with a contractor grading of 3ME or higher. Evaluation follows a two-stage process. Stage One assesses technical functionality out of 30 points, covering the qualifications and experience of mechanical engineers, technologists and technicians, mechanical artisans with water pump and motor service experience, electricians with pump and motor service experience, and company experience in water pump stations. Tenderers must score at least 80% (24 points) to qualify for Stage Two. Stage Two applies an 80/20 price and preference point system in line with the Preferential Procurement Regulations, 2022. Preference points are available for Black-owned enterprises (10 points) and businesses owned by women (10 points), verified through the Central Supplier Database (CSD).

Tender documents are available from the Supply Chain Management Unit at the Msunduzi Municipality offices, 5th Floor, A S Chetty Centre, 333 Church Street, Pietermaritzburg, and on the National Treasury eTender Portal, from 12:00 on 4 November 2026. A non-refundable tender document fee of R826.19 (including VAT) applies per document, payable by cash or EFT only. Completed tenders must be placed in the tender box at Msunduzi Abattoir Road (off Kershaw Street), Pietermaritzburg, by 12:00 on 3 December 2026, when they will be publicly opened. Tenders remain valid for four months from the closing date. The municipality does not bind itself to accept the lowest or any tender and reserves the right to accept the whole or any part of a tender. It also encourages businesses within the Pietermaritzburg and Midlands region to participate in support of local BEE and SMME development. Technical enquiries may be directed to F.
