Overview

Summary

Appointment of a service provider to conduct a general valuation and prepare a new municipal valuation roll for implementation on 1 July 2028, followed by valuation roll maintenance through 30 June 2033. Requires a registered Municipal Valuer, GIS and data management capability, a Valuation Roll Management System (VRMS), and compliance with the Municipal Property Rates Act (MPRA).

Detailed Description

Umuziwabantu Local Municipality in KwaZulu-Natal invites experienced and suitably qualified service providers to undertake a general valuation and compile a new valuation roll under the Local Government: Municipal Property Rates Act, 2004 (MPRA). The new roll is planned for implementation on 1 July 2028 and will be followed by preparation and ongoing updating of the valuation roll for the period 1 July 2028 to 30 June 2033. The municipality's current roll covers approximately 3,300 rateable properties with a total recorded market value of about R3.3 billion, spanning residential, agricultural, commercial, industrial, communal, public service, municipal, vacant and specialised property categories. The scope of work is substantial and includes creating a consolidated property register, developing a GIS cadastral layer in ESRI shapefile format, acquiring aerial photography, reconciling property data against deeds office records and the municipality's rates financial system, and conducting sales reviews and market reports across all property sectors. The successful bidder must also carry out data collection and capture under defined quality assurance standards, produce draft and final valuations using recognised practices such as the International Valuation Standards and IAAO mass appraisal guidelines, and manage objections and appeals processing.

Bidders must meet strict compulsory requirements. These include a Municipal Valuer registered as a Professional Valuer or Professional Associated Valuer with the South African Council for the Property Valuers Profession and with more than five years of municipal valuation experience, supported by Assistant Municipal Valuers, a GIS and Data Manager with at least three years' experience, and a Project Manager with at least three years' experience. Bidders must also demonstrate a fully functional VRMS compatible with ESRI GIS and the municipal financial system, provide professional indemnity and public liability insurance matching the tendered contract value, submit a human resources plan, and supply at least two contactable references from municipalities where a general valuation was successfully implemented under the MPRA. A compulsory briefing session is held on 10 November 2026, attendance at which is required for a bid to be valid. Bids close on 27 November 2026 at 12:00. The pricing structure combines fixed-cost project deliverables, per-property rates across property categories, and annual fees for five years of supplementary roll maintenance and VRMS licensing. A 10% retention applies to general valuation payments until objections are completed and the close-out report is accepted.

The contract offers a significant, multi-year engagement with a public sector client, providing stable long-term revenue and the opportunity to build a substantial municipal valuation portfolio. It is best suited to established valuation firms, mass appraisal specialists, and consortiums with proven MPRA experience. Enquiries are directed to the Supply Chain Management office, and bid documents are available from 26 October 2026 for a non-refundable fee of R500.

Suitable Businesses

Registered property valuation firms with Professional Valuers on staff, GIS and spatial data consultancies, mass appraisal and CAMA specialists, and joint ventures or consortiums combining valuation, GIS, and IT capabilities. Businesses must have proven municipal general valuation experience under the MPRA, access to a compliant valuation roll management system, and the ability to meet the compulsory personnel, insurance, and reference requirements. Small firms without a registered Municipal Valuer should consider partnering with a qualified valuer through a joint venture, which the tender permits with a signed agreement.
