Transnet Engineering requires grading, surface reshaping, water management and compaction of gravel roads at its Postmasburg, Bloemfontein and De Aar depots. A compulsory Teams briefing is held 5 Nov 2026; bids close 12 Nov 2026.
Transnet Engineering, an operating division of Transnet SOC Ltd, has issued Request for Quotation (RFQ) TE/2026/10/4547/13602/RFQ for the grading of gravel roads at three depot locations: Postmasburg, Bloemfontein and De Aar. The scope covers both the wagon and locomotive operations at these sites. Required works include mechanical grading, reshaping of the road surface, water management measures and compaction. The RFQ was issued on 27 October 2026 and closes on 12 November 2026 at 16:00. Bids must be submitted electronically through the Transnet eSupplier Portal, where all pricing must be completed on the electronic pricing schedule. Paper pricing schedules will not be accepted. Attendance at the compulsory RFQ briefing, held on Microsoft Teams on 5 November 2026 at 10:00, is mandatory. Bidders must record their company name and contact details in the Teams chat during the briefing. Respondents who do not attend will be disqualified. Written clarification questions must reach the contact person by 14:00 on 9 November 2026.
Bidders may quote for individual depots or for all three, and Transnet may split or consolidate awards by region. Each region is evaluated separately, and bidders who price one region must price all of its line items to be considered. Evaluation uses an 80/20 preference point system, with 80 points for price and 20 points for specific goals. The specific goals cover B-BBEE status level, 50% black youth-owned entities, 30% black women-owned entities and entities owned by people with disabilities. Bidders must submit valid proof of any specific goal they claim. Bids are valid for 120 business days from the closing date. Transnet may require market-related price negotiations with the highest-ranked bidders. Mandatory and essential returnable documents include the SBD1 form, the Certificate of Acquaintance, the RFQ Declaration and Breach of Law Form, and the Protection of Personal Information consent. Bidders must also acknowledge the Transnet Supplier Integrity Pact and the Non-Disclosure Agreement. Successful bidders must register on the Transnet vendor master database and provide a valid Tax Compliance Status PIN or Central Supplier Database number. Security clearance may be required for personnel and subcontractors, and the successful bidder must keep all returnable documents valid for the duration of the contract.
For contractors, this opportunity offers recurring maintenance work at strategic rail and logistics facilities, with potential for multi-year relationships with a major state-owned enterprise. It suits civil and earthworks contractors with grading plant, operators, compaction equipment and experience in road maintenance and drainage. Prospective bidders should plan early for the compulsory briefing, prepare their eSupplier Portal registration and tax and B-BBEE documentation well before 12 November, and upload bids at least one day before the deadline to avoid technical problems. Transnet does not accept late submissions.
Civil contractors, roads and earthworks companies, and grading and plant-hire businesses with heavy equipment such as graders, rollers and water carts, and with experience in gravel road maintenance and stormwater management. Businesses in the Northern Cape and Free State are well placed given the depot locations. Companies owned by black people, black women, black youth or people with disabilities may benefit from the specific goals scoring, provided they hold valid B-BBEE and ownership evidence. Businesses must be able to attend the compulsory briefing, register on the Transnet eSupplier Portal, and meet the tax, CSD and security clearance requirements. Joint ventures and consortia are permitted, but each party must provide its own tax and CSD documentation.
