Overview

Summary

Expression of Interest for new-entrant, 100% black-owned EMEs and QSEs to be assigned as Enterprise and Supplier Development beneficiaries under Eskom's five-year valve maintenance contract. Selected firms receive at least 30% of the contract scope as subcontracted work plus a structured development programme.

Detailed Description

Eskom Rotek Industries (ERI) has issued Expression of Interest E0126EOISDLERI to identify and select new-entrant, 100% black-owned Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) to act as Enterprise and Supplier Development (ESD) beneficiaries under the Valves Services Contract (VSC). The VSC covers turbine valve, boiler valve and auxiliary plant overhaul, refurbishment, assembly and commissioning at Eskom power stations, across planned outages (General Overhauls, Mini-General Overhauls, Interim Repairs, Interim Inspections and short shutdowns) and resident running maintenance. The VSC is being procured separately under tender E1726TGSERI for a five-year NEC contract with Task Orders, to be awarded to multiple Valves Service Contractors. This EOI is a subcontracting and enterprise development opportunity, not a tender for a contract with Eskom. Selected beneficiaries are assigned by Eskom to the VSC contractors and will receive a minimum of 30% of the VSC technical scope as subcontracted work.

Respondents must meet all mandatory requirements at Stage 1, including CIPC registration, CSD registration (MAAA number), 100% black ownership, control and management, EME or QSE status, a valid SARS tax compliance PIN, and a signed declaration of new-entrant status (no prior contracts or purchase orders with Eskom or ERI). Respondents must also provide a facility letter or letter of intent from a registered financier for at least R26 million to fund payroll and working capital between Task Order payments. Stage 2 is a functionality assessment by ERI TGS Technical, scored out of 100 with a 60-point minimum. Criteria cover the quality management system, precision engineering experience, key technical personnel (CVs and employment contracts), experience on critical plant (cumulative value of completed projects over five years), and a development and growth plan, which carries the highest weighting at 25 points. Stage 3 allocates up to 20 specific-goal points for black women, black people with disabilities, and black youth ownership, plus management control by black women and 100% black ownership. Beneficiaries are ranked per maintenance cluster or for national projects and selected in rank order, subject to site verification.

Selected beneficiaries will sign an ESD participation agreement with Eskom and a subcontract with the assigned VSC. They will receive a tailored development programme that includes a needs analysis, milestone-based development plan, a dedicated ESD Champion, and at least five interventions from a menu that includes skills transfer, payment within 14 days, guarantees, interest-free loans, administrative and cost-control systems, and NEC contract knowledge. They will also gain access to the VSC's market presence in valve maintenance. Beneficiaries must source at least 50% of semi-skilled and 100% of unskilled labour locally and must remain 100% black-owned, controlled and managed for the subcontract duration. Indicative outage volumes total 160 planned outages over five years, but work is issued through Task Orders and no volume is guaranteed. Key dates are a non-compulsory briefing session on 5 November 2026 (10:00 to 11:30, Microsoft Teams), written enquiries closing 20 November 2026 at 12:00, and EOI submission closing 30 November 2026 at 10:00 through the Eskom Tender Bulletin. Late submissions are not accepted. The EOI remains valid for 120 days from closing. Assignment depends on the VSC award, and Eskom may cancel or change the process at any stage.

Suitable Businesses

This opportunity suits 100% black-owned EMEs and QSEs that have never held a contract or purchase order with Eskom or ERI and have no shareholders or directors who are current or recent (within 5 years) Eskom or ERI vendors. Suitable firms have mechanical, valve, fitting, rigging or engineering capability, or are ready to build it, and can secure a financier's letter or facility of at least R26 million. Firms should be CIPC and CSD registered, tax compliant, and able to deploy qualified artisans, technicians, supervisors and engineers, or show a credible plan to do so. Enterprises owned by black women, black youth (18 to 35) and black people with disabilities are strongly encouraged to apply, as these groups receive specific-goal points. Businesses seeking a structured route into power-station valve maintenance and a long-term subcontracting relationship with a major contractor will find this most relevant. Businesses that are not new entrants, have existing Eskom or ERI relationships, or cannot meet the R26 million finance requirement are not eligible.
