Eskom Rotek Industries seeks new-entrant, 100% black-owned EMEs and QSEs to be selected as Enterprise and Supplier Development beneficiaries under a five-year Outage Services Contract. Selected firms receive at least 30% of the contractor's technical scope as subcontracted work plus a structured development programme. A R26 million finance letter is mandatory; closes 30 November 2026.
Eskom Rotek Industries (ERI), a wholly owned subsidiary of Eskom Holdings SOC Ltd, is inviting Expressions of Interest from new-entrant, 100% black-owned Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) that have never contracted with Eskom or ERI. Successful respondents will be assigned as Enterprise and Supplier Development (ESD) beneficiaries to the Outage Service Contractors (OSCs) appointed under ERI's five-year Outage, Maintenance and Works Services Contract for Eskom's power stations. Each assigned OSC must subcontract at least 30% of its technical scope to ESD beneficiaries, and beneficiaries receive a formal development programme covering management, technical, business, contractual (NEC) and compliance skills, along with access to the OSC's market presence in power and outage maintenance.
The work covers turbine and generator maintenance, including planned and unplanned outages, running maintenance at power stations, and works services at the ERI Rosherville workshop in Germiston. Work is issued on an as-and-when-required basis through Task Orders, and no volumes are guaranteed. Services span four geographic clusters covering Arnot, Hendrina, Majuba, Komati and more than 15 other stations, and respondents may apply for one or more clusters in order of preference. Mandatory requirements include CIPC registration, CSD registration, 100% black ownership and EME/QSE status, a strict 0% shareholding by any prospective OSC tenderer, tax compliance, and a letter of intent or facility letter for at least R26 million. Shortlisted respondents are evaluated on a functionality threshold of 60 out of 100, covering quality management, precision engineering, key technical personnel, experience on critical plant, and a development and growth plan, followed by ranking on specific goals including black women, black youth and black people with disabilities ownership.
This is an expression of interest for subcontracting and enterprise development, not a procurement contract with Eskom. Continuing beneficiaries (EH Resources, Euforia, St Prince, Ream and YNF Engineering) need not respond. A non-compulsory briefing session takes place on 5 November 2026, enquiries close on 20 November 2026 at 12:00, and submissions close on 30 November 2026 at 10:00 via the Eskom Tender Bulletin, in PDF format only. Selected beneficiaries must commit to maintaining 100% black ownership, paying employees in full and on time, sourcing local labour from the relevant municipality, and complying with Eskom safety and quality requirements for the full subcontract period.
Targeted at new-entrant, 100% black-owned Exempted Micro Enterprises and Qualifying Small Enterprises with no prior contracts or vendor relationships with Eskom or ERI. Strongest fit for firms with mechanical, electrical or turbine/generator maintenance capability, trade-qualified artisans, supervisors and engineers, a basic SHEQ system, and the ability to secure at least R26 million in committed finance. Black women-, black youth- and black people with disabilities-owned enterprises are strongly encouraged to apply. Businesses without these capabilities or without the required finance facility should not apply, as these are mandatory requirements.
