Three-month operation and maintenance of a 24/7 sewage treatment plant at a coal-fired power station, including effluent chemistry analysis, vegetation control and housekeeping. Requires CIDB registration, an ISO 17025 accredited laboratory and DWS-classified operators.
Eskom is seeking a qualified service provider to operate and maintain the Ikageng Sewage Treatment Plant at Duvha Power Station in Witbank, Mpumalanga, for a period of three months. The plant treats all sewage effluent generated at the station, with an average raw sewage inflow of 12.5 m³ per hour, plus septic tank waste delivered by vacuum truck averaging 80 m³ per month. Treated effluent must meet the quality limits set by the station's water use licence, including pH 5.5 to 9.5, faecal coliforms of 0 per 100 ml, COD of 75 mg/l after algae removal, and tight limits on ammonia, nitrate and orthophosphate. The contractor must run the plant on a 24/7 four-shift roster with a minimum of two operators per shift, and must implement and maintain a Green Drop system programme and a documented Wastewater Risk Abatement Plan (W2RAP).
The scope covers plant operation, maintenance of vegetation growth around the ponds, housekeeping, and chemical analysis of effluent samples. Weekly final effluent samples must be analysed by an accredited laboratory operating to SANS/ISO 17025 standards, and monthly reports must include the original laboratory certificates. Personnel must hold Department of Water and Sanitation (DWS) operator classifications, including a Class V site manager, a Class 4 site supervisor, Class 3 and Class 2 shift operators, and a safety officer. The service provider supplies all qualified operators, tools, PPE, equipment, consumables and transport for its staff, and must comply with the Occupational Health and Safety Act, Permit to Work (PTW) procedures and Eskom site, environmental and life-saving rules, including zero liquid effluent discharge. Work is issued by task order from the Eskom project manager, and the contractor is assessed monthly against agreed KPIs on the 15th of each month.
Evaluation is based on a 70% technical functionality threshold followed by price and preference scoring under the 80/20 PPPFA system. Technical scoring assesses at least two relevant reference projects in raw sewage or similar process plant operation, the DWS operator and safety officer certificates, a signed letter of intent from an ISO 17025 accredited laboratory covering the parameters in the scope of work, and the laboratory's accreditation certificate. Mandatory requirements include CSD registration, CIDB registration at grade 2CE or higher, a valid B-BBEE certificate or sworn affidavit, SHEQ compliance, and audited financial statements for the previous 18 months (or the last year where these are unavailable). Bidders must submit the SBD forms, an Integrity Pact declaration, and a deviation schedule where applicable. The RFQ closes on 18 November 2026 at 10:00 AM, and all submissions must be made through the CSD portal. Clarification questions must be sent in writing to the Eskom contact by the stated deadline.
This tender is best suited to CIDB-registered (grade 2CE or higher) water and wastewater operation and maintenance contractors with proven experience operating sewage or similar process plants, and with qualified DWS-classified operators available for 24/7 shift work. Businesses that can partner with or subcontract an ISO 17025 accredited laboratory for weekly effluent analysis will be well positioned. Environmental services firms, industrial facilities management companies and water services providers with Green Drop or W2RAP experience and strong SHEQ systems should also consider applying. Small and medium enterprises may be suitable if they meet the CSD, B-BBEE, tax compliance and financial requirements, and can obtain the necessary accreditations and personnel within the tender timeframe. Note that the tender is currently in draft status and closes on 18 November 2026.
