Office Space Leasing Services

The South African Social Security Agency (SASSA), a Schedule 3A public entity, is inviting bids to supply and let office accommodation for its Bizana Local Office in the Eastern Cape. The lease covers approximately 400–600m² of office space, a guardroom, and vehicle parking, for a fixed period of sixty (60) months. The requirement forms part of SASSA's effort to bring social assistance services closer to disadvantaged communities. The Agency's Annexure A needs assessment lists roughly 382m² of assignable area (about 460m² gross) across administration, public service, and support spaces, and calls for five lock-up garages and ten open parking bays. Site viewing will take place after bid closing to verify specification compliance.

The premises must be Occupational Health and Safety compliant, with brick-and-mortar outer walls, a single-storey or ground-floor layout where possible, and a location in an accessible business zone close to transport routes. Required features include wheelchair ramps or lifts, disabled ablution facilities, emergency exit signage, firefighting equipment, full air conditioning, power and data ducting, space for at least two safes, and an alarm system. Landlords must also supply and install a back-up power supply, water tanks with an electric pump, and burglar proofing on all external openings. Successful bidders must deliver occupancy, electrical, glazing, plumbing, air conditioning, fire, and energy performance certificates within 21 days of site handover. Appointment conditions must be implemented by 31 March 2027. A Tenant Installation Allowance may apply to fit-out works such as flooring, partitioning, electrical and IT work, and painting.

Bids are evaluated in two stages. Stage 1 covers mandatory documents (a certified title deed or signed lease, a zoning certificate, and certified approved building plans), administrative compliance (a detailed proposal stating the rate per square metre for office and parking space and the escalation percentage on each lease anniversary, plus SBD forms, CSD registration, tax compliance, B-BBEE documentation, and company registration), and functionality. Functionality is scored on locality (highest points within 2.5km of the Bizana CBD), accessibility, and suitability, and a minimum of 70 out of 100 is required to proceed. Stage 2 weights price at 80 points and B-BBEE specific goals at 20 points under the 80/20 preference system. SASSA reserves the right to appoint one service provider or none at all. Bids must be deposited in the bid box at the SASSA Regional Office, BKB Building, cnr Fitzpatrick and Merino Road, Quigney, East London, by 11:00 on 25 November 2026, and remain valid for 90 days from closing. Late bids will not be considered.
