Overview

Summary

Maintenance of aeronautical ground lighting systems, backup generators, and UPS/CCR units at Mthatha Airport for 36 months, including ad hoc procurement of spares. Requires a minimum 3EP CIDB Electrical grading, ECASA accreditation, and proven AGL experience.

Detailed Description

The Eastern Cape Department of Transport, through its Directorate of Transport Operations (Sub-directorate: Infrastructure Operations), invites bids for the maintenance of the Aeronautical Ground Lighting (AGL) systems at Mthatha Airport for a contract period of thirty-six (36) months. The contract covers the routine, preventive, and corrective maintenance of the airport's critical aviation lighting infrastructure, ensuring compliance with ICAO Annex 14 and SANS 10142-1 standards and supporting safe night and low-visibility airport operations.

The scope of work includes daily, weekly, monthly, and annual maintenance schedules across runway, taxiway, approach, threshold, and end lights, PAPI units, indicator boards, windsock and lighting units, strobe lights, and apron flood lights. It also covers the testing, servicing, and monthly mains-failure test runs of three backup generators (Volvo, Caterpillar, and Kirloskar), along with annual servicing and maintenance of the UPS and CCR systems. Two skilled electricians must be stationed on site, and the contractor must provide all tools, PPE, vehicles, and communication equipment. Ad hoc supply of spares is required through formal official orders, with retail-price-plus-maximum-10%-markup pricing, and the contractor must meet airport access requirements, including SAPS screening, airside induction, and permits.

Key requirements include a minimum CIDB grading of 3EP (Electrical), CSD registration, a Tax Compliance PIN, proof of UIF and liability insurance of at least R1 million, and evidence of at least R2 million in completed AGL contracts within the last five years. The project leader must have at least three years' AGL experience, be an accredited ECASA member, and hold AGL 1, 2, and 3 qualifications, with supporting staff holding relevant trade certificates and medium/high-voltage experience. Evaluation is based on an 80/20 price-and-preference system, with a minimum 60% functionality threshold; functionality considers company experience, locality (with points for Eastern Cape-based firms), and key personnel experience. The bid validity period is 90 days, and the successful bidder must also comply with minimum wage requirements and sign an SLA and SBD 7.2 contract. Bids close on 9 November 2026 at 11:00 via eSubmission. Note that the document contains some inconsistencies in dates and bid references, so bidders should verify the closing date and clarify any queries with the department before submitting.

Suitable Businesses

Electrical contractors with CIDB 3EP (Electrical) or higher grading and experience in aeronautical ground lighting, medium/high-voltage systems, and airport maintenance. Suitable for ECASA-accredited firms with at least R2 million in completed AGL contracts in the last five years, a physical office in the Eastern Cape (which earns higher evaluation points), and qualified AGL 1, 2, and 3 personnel. Joint ventures are permitted if all partners provide signed agreements and meet bidding requirements. Small and locally based Black-owned, women-owned, youth-owned, or disabled-owned businesses may also benefit from the specific goals preference points.
