Five-year contract for monthly supply and delivery of water proficiency testing scheme samples to Eskom's Lethabo Power Station in Vereeniging. Providers must hold ISO 17043 accreditation, supply verifiable client references, and run a scheme with at least 20 participants.
Eskom Holdings SOC Ltd, through its Lethabo Power Station in Vereeniging, is inviting tenders for the monthly supply and delivery of water proficiency testing (PT) scheme samples over a period of five years. Lethabo uses the PT scheme to confirm that its chemistry laboratory produces consistent, reliable results, in line with ISO/IEC 17025:2017 requirements and ISO 9001 laboratory good practice. The contract is governed by the NEC3 Supply Contract, with delivery to the station on Deneysville Vaaldam Road, Vereeniging. The supplier must package and transport samples so they arrive safely, well stacked and properly preserved.
The scope covers three analyte groups. Group 1 covers trace metals such as iron, copper, zinc, lead, boron, barium, strontium, molybdenum, silicon, phosphorus, chromium, aluminium, manganese, cadmium and arsenic, reported in ppb. Group 2 covers nutrients and organic parameters including total phosphate, ammonia, nitrate, nitrite, orthophosphate, oxygen absorbed, chemical oxygen demand, total organic carbon and suspended solids. Group 3 covers minerals and physical parameters including pH, conductivity, dissolved solids, calcium, magnesium, sodium, potassium, chlorides, sulphate, total alkalinity, fluoride and turbidity. The scope document specifies monthly supply, while the frequency table lists quarterly testing for each group, so bidders should confirm the exact schedule at the clarification meeting. Service providers must be ISO/IEC 17043 accredited for water testing schemes and must lose no time in restoring accreditation if it lapses, failing which Eskom may terminate the contract. Tenders are evaluated on a functionality threshold of 70%, based on customer references (30%), ISO 17043 certification (40%) and scheme participation of 20 or more laboratories (30%). Qualifying tenders are then scored on price and specific goals under the 80/20 or 90/10 preference point system, depending on contract value.
The commercial terms include a fixed price for the first contract year, with price adjustment for inflation applied from year two. Payment is due within 30 days of a task order, and delay damages of 2% per day apply up to a maximum of 15% per task order. Suppliers must be registered on the Central Supplier Database (CSD) and must support Eskom's supplier development, localisation and industrialisation (SDL&I) commitments, including quarterly reporting and a 1% retention on invoices. A non-compulsory clarification meeting is scheduled for 9 November 2026 at 13:30 via Microsoft Teams. Tenders close on 25 November 2026 at 10:00 and must be submitted electronically through the Eskom eTendering portal. Tender validity is 120 days from the closing date. For an accredited PT scheme provider, the contract offers a stable, long-term recurring revenue stream from a major utility.
This tender suits ISO/IEC 17043 accredited proficiency testing providers that run water testing schemes with at least 20 participating laboratories. Laboratories and sample-preparation companies with established PT scheme operations and verifiable client references are well placed to bid. Businesses without ISO 17043 accreditation or a qualifying scheme cannot pass the functionality threshold. Joint ventures must provide a joint venture agreement with joint and several liability, and a bidder cannot subcontract the entire scope. All bidders must be CSD-registered and able to meet the SDL&I and B-BBEE requirements.
