The National Credit Regulator seeks a service provider for guarding and electronic security services at its Midrand premises for 18 months. Bidders must meet functionality thresholds and provide B-BBEE certification, with evaluation on an 80/20 price and preference basis. Closing date: 24 November 2026.
The National Credit Regulator (NCR), a statutory body established under the National Credit Act 34 of 2005, is inviting proposals from qualified service providers for the appointment of a contractor to provide guarding and electronic security services at its premises for a period of eighteen (18) months. The NCR's head office is located at 127 15th Road, Randjespark, Midrand. The appointed provider will be responsible for safeguarding NCR staff, visitors, property, and information through a combination of physical guarding personnel and electronic security systems, operating under the direction of the NCR and in accordance with the Terms of Reference (TOR) issued with this bid.
The tender is governed by the National Treasury General Conditions of Contract, the Preferential Procurement Policy Framework Act (PPPFA) and its 2017 Regulations, and the Broad-Based Black Economic Empowerment Act. Evaluation follows the 80/20 preference point system, with a maximum of 80 points for price and 20 points for B-BBEE status level of contribution. Functionality is scored out of 100 points, and only bidders meeting the minimum functionality threshold stipulated in the TOR proceed to price and B-BBEE evaluation. Bidders must submit a valid tax clearance certificate, completed Standard Bidding Documents (including SBD 1, SBD 3.1, SBD 4 Declaration of Interest, SBD 6.1 Preference Claims, and SBD 7.2 Contract Form for Rendering of Services), a signed Non-Disclosure Agreement (Annexure H), and proof of compliance with Immigration Act requirements where foreign nationals are employed. Bids must be deposited in the bid box at the NCR office by 11:00 South African Time on the closing date, 24 November 2026; electronic, faxed, or emailed submissions will not be considered.
The draft Service Level Agreement sets out key contractual conditions, including payment within 30 days of receipt of a valid invoice, penalties for late performance, a limitation of aggregate liability to the total contract price, confidentiality and intellectual property obligations, force majeure provisions, and an exit plan to ensure a seamless handover at the end of the contract. Subcontracting requires prior written approval from the NCR. Suitable bidders will be registered security service providers with the relevant regulatory authorisations under the Private Security Industry Regulatory Authority (PSIRA), demonstrable experience in guarding and electronic security for large public or corporate facilities, adequate staffing and training capacity, and a strong record of tax and regulatory compliance. Prospective bidders are encouraged to review all supporting documents, submit enquiries in writing to procurement@ncr.org.za, and ensure full compliance with all mandatory forms before the closing date.
This tender is suited to PSIRA-registered private security companies with proven experience in both static/mobile guarding and electronic security systems (CCTV, access control, alarm monitoring), particularly for government or large commercial clients. Businesses should hold a valid tax clearance certificate, a favourable B-BBEE status level (Level 1 to 4 scores highest for preference points), and the capacity to meet the functionality threshold in the TOR. Small and medium enterprises and women-owned or Historically Disadvantaged Individual (HDI)-owned businesses may benefit from preference points. Consortia or joint ventures must provide signed agreements disclosing work split and Rand value. Businesses without security licensing, or those unable to support an 18-month contract with the required compliance documentation, should not apply.
