The National Credit Regulator (NCR), a statutory body established under the National Credit Act No. 34 of 2005, has issued a tender (reference NCR1053.10.2026) for the appointment of a service provider to deliver integrated cleaning, hygiene, disinfection, pest control and garden services. The appointment is made under the Public Finance Management Act and the Preferential Procurement Policy Framework Act, and the successful bidder will be engaged through a formal Service Level Agreement, with the scope and deliverables defined in the Terms of Reference (Annexure A), pricing in Annexure B, and a project plan in Annexure C. The NCR's head office is located at 127 15th Road, Randjespark, Midrand, and bids must be deposited in the bid box at that address by 11:00 South African Time on the closing date.

The tender is evaluated on functionality first, with a minimum threshold set in the Terms of Reference; bidders that meet this threshold proceed to evaluation on price and B-BBEE contribution using the 80/20 preference point system. Mandatory compliance documents include the Standard Bidding Documents (SBD 1, SBD 3.1, SBD 4 declaration of interest, SBD 6.1 preference claims in terms of PPR 2022, and SBD 7.2 contract form for rendering of services), a valid tax clearance certificate, a certificate of independent bid determination, and a signed non-disclosure undertaking (Annexure H). Bidders employing foreign nationals must provide proof of compliance with the Immigration Act and must obtain prior written approval from the NCR, with a refreshed B-BBEE certificate, after appointment. Bidders are also required to disclose any conflicts of interest and any relationships with NCR employees or state employees. Failure to complete and sign all required documents may invalidate a bid, and bids submitted by email, fax or courier without reaching the office in time will not be considered.

The contract will be governed by the draft SLA, which sets out service standards with penalties for delays, a termination and exit plan, confidentiality and intellectual property provisions, and a limitation of liability capped at the total contract price. Payment is made within 30 days of receipt of a valid invoice, subject to satisfactory delivery of agreed deliverables, with the Client entitled to withhold up to 10% of fees pending confirmation of satisfactory performance. The contract is expected to deliver value through consistent, compliant facility upkeep for a national regulator's office, supporting a safe and hygienic working environment for staff and visitors.
