Detailed Description

Eskom Holdings SOC Ltd has issued an open Invitation to Tender (E3731DXLIMOU) to appoint a panel of six contractors to provide general building maintenance services in the Limlanga Cluster, Limpopo Area. The contract runs for 60 months on an as-and-when required basis, with work allocated through individual Task Orders issued by the Eskom Distribution Property Management team. Sites span the Marula, Gigawatt and Sekhukhune zones and include Central Points, Customer Network Centres (CNCs), hubs, offices, clinics, live-work and protective sites across towns such as Polokwane, Tzaneen, Giyani, Thohoyandou, Musina, Mokopane, Lephalale, Thabazimbi, Groblersdal and Burgersfort.

The scope of work covers minor and major civil and building works, including brickwork and concrete breaking, door and window replacement, plastering, tiling, glazing, carpentry, painting of buildings and fences, roof repairs and sealing, gutter and fascia replacement, drainage and storm water maintenance, fencing and structural steelwork, galvanising, road maintenance, paving, ramp and step construction, demolition, waste removal and general labour. Contractors must supply all plant, tools, materials (Eskom supplies only materials collected from Eskom stores), transport and labour, and must comply with the Occupational Health and Safety Act, the Construction Regulations 2014, Eskom's Life Saving Rules, ORHVS requirements, environmental management, and quality management under QM-58 (Category 4 quality requirements). Pricing is on a rates-based schedule with materials at cost plus 10%, and rates are fixed for the first 12 months then adjusted annually by SEIFSA indices. Key conditions include a maximum 25% subcontracting limit, a 100% local content requirement, a B-BBEE improvement plan within 30 days of contract signature, and a contractual skills development target of training five candidates per annum in building construction from Limpopo.

The tender offers a long-term, recurring revenue opportunity for established building maintenance firms with the capacity to mobilise quickly across a wide geographic area. Panel membership provides access to a steady pipeline of Eskom work over five years and supports local job creation and skills transfer in Limpopo. Interested tenderers should review the Invitation to Tender, NEC3 Engineering and Construction Short Contract, Standard Conditions of Tender and SDL&I strategy, and must submit all mandatory returnables (SBD forms, Section 37(2) OHS agreement, Form A quality declaration, method statement, declaration of interest and NDA) electronically via the Eskom E-tendering portal by 10:00 on 20 November 2026. A non-compulsory online clarification meeting is scheduled for 9 November 2026.

Suitable Businesses

Registered general building and civil maintenance contractors with CIDB registration (preferably in the relevant grading for building and civil works), experience with industrial, utility or government facilities, and the ability to mobilise artisans (plumbers, bricklayers, carpenters, tilers, painters, supervisors and SHE officers) across Limpopo. Businesses should have strong health and safety, quality management (ISO 9001 preferred) and B-BBEE credentials, and be able to meet the 25% subcontracting limit, local content and skills development obligations. Small and medium Limpopo-based contractors with a track record in maintenance work are well placed to compete, and joint ventures are eligible if the agreement clearly states joint and several liability. Suppliers without the required returnables, proof of compensation commissioner good standing, or the ability to operate Eskom's e-tendering system should not apply.
