Municipal Newsletter Printing Services NEW

Ingquza Hill Local Municipality invites suitably qualified and experienced printing service providers to submit bids for the printing of 5,000 copies of its Municipal Newsletter under tender reference IHLM/73/2026-27/MMs. The newsletter is a 30-page, portrait-format, full-colour A4 publication printed on 60gsm specialty newsprint. The print run is split equally, with 2,500 copies in isiXhosa and 2,500 in English. The design must use the colours of the municipal logo. Bidders must price the job on a firm basis, including VAT at 15%, all delivery costs to the prescribed destination, and all other expenses, overheads and profit. Only firm prices are accepted, and non-firm prices, including those subject to exchange rate variation, will not be considered.

Bids are evaluated on an 80/20 preference point system, with 80 points for price and 20 points for specific goals. The specific goals award 6 points to companies owned by black youth (aged 18 to 35), 6 points to companies owned by black women, 2 points to companies owned by black persons living with disabilities, and 6 points to companies owned by black people generally. Preference claims must be supported by documents such as a CSD registration report, ID copies of owners or directors, and a letter from a medical practitioner for disability claims. Bids must be hand-delivered in a sealed envelope marked with the tender number and description to the Municipal Reception at 135 Main Street, Flagstaff, 4810, no later than 12:00 on 30 October 2026. Late, couriered, faxed or emailed bids will not be accepted. The tender is valid for 90 days from the closing date.

Mandatory documents include a valid Central Supplier Database (CSD) registration, fully completed and signed declarations (MBD 1 to MBD 9), a valid SARS Tax Compliance Status (TCS) PIN printout, and a signed letter confirming that no undisputed municipal accounts are overdue by more than 30 days, with proof. Failure to submit these documents will render a bid non-responsive. Bidders should use only the original bid documents downloadable from ihlm.gov.za and should read the tax compliance requirements in MBD 2 carefully, as they refer to an original Tax Clearance Certificate.
