Overview

Summary

Supply and delivery of beekeeping equipment, including hives, honey extractors, bee suits, ladders and honey jars, to apiculture cooperatives in Ingquza Hill Local Municipality, Eastern Cape. Goods must be brand-new and delivered within 30 days of order. Closes 10 November 2026.

Detailed Description

Ingquza Hill Local Municipality (IHLM) is seeking a suitably qualified and experienced supplier to provide and deliver apiculture (beekeeping) equipment to registered apiculture cooperatives within its wards. The procurement forms part of the municipality's Local Economic Development (LED) programme, which identifies beekeeping as a strategic agricultural enterprise for generating income, supporting crop pollination, and promoting biodiversity and sustainable livelihoods. Many existing cooperatives are constrained by inadequate equipment, so this tender aims to improve honey production, productivity and commercial viability. The Terms of Reference refer to twenty cooperatives, but the bid specifications itemise equipment for eight named cooperatives (Young Fruit, Ndalo Nature, Sidluhlaza Farming, Waya-Waya, Mevana, Libhongo Honeybee, Ukhozi and Msithweni). Bidders should confirm the final beneficiary list and quantities with the Economic Development Office before pricing.

The supplier must provide brand-new, high-quality equipment that complies with applicable South African standards, properly packaged and free from defects. Items listed in the specifications include double-extension heavy-duty ladders, 8-frame automatic honey extractors, smokers, complete Langstroth hives, hive tools, bee brushes, bee suits with veils, leather gloves, gumboots and safety boots, queen excluders, honey jars and bottles, wax presses, uncapping forks, strainers, trapping wire, pliers, hammers, food-grade buckets and honey heating tanks. Quantities and sizes vary by cooperative and must be priced in line with the supplied pricing schedules, which include VAT at 15%. Bids must include all delivery costs to the Flagstaff Municipal Offices. The supplier is also expected to provide operating manuals and warranty documentation where applicable, take part in a joint verification and handover with municipal officials and beneficiaries, and submit signed delivery notes, warranty certificates and a final delivery report.

Evaluation is based on functionality (100 points: experience 30, delivery capacity 30, product quality and compliance 20, and ability to deliver 20), with a minimum score of 70 required to proceed. Bids are then assessed on price (80 points) and specific goals (20 points) under the 80/20 preference system. Specific goals cover companies owned by black people (6 points), youth aged 18 to 35 (6 points), women (6 points) and people living with disabilities (2 points). Mandatory documents include a valid CSD registration, signed MBD forms 1 to 9, a valid SARS Tax Compliance Status PIN, a signed Annexure C, and a signed letter confirming no undisputed municipal accounts are more than 30 days overdue. Experience must be shown through at least three public-sector orders or appointment letters with reference letters, and delivery capacity through proof of vehicle ownership or a signed lease. Bids must be hand-delivered to 135 Main Street, Flagstaff, 4810, by 12:00 on 10 November 2026, in sealed envelopes marked with the bid number. Late, emailed, faxed or couriered bids will not be accepted. Bids remain valid for 90 days after closing.

Suitable Businesses

This tender suits suppliers of agricultural, beekeeping or apiculture equipment, and general agricultural input distributors with access to brand-name products such as those from registered input suppliers. Suppliers of hardware, tools, protective clothing or safety footwear may also qualify if they can supply the full specification. Businesses must be CSD-registered, CIPC-registered, tax-compliant with SARS, and able to show at least three public-sector supply references and access to delivery vehicles. Black-owned, youth-owned, women-owned and disability-owned enterprises can claim specific-goal points, so they are strongly encouraged to apply. Bidders must also be able to meet the 70-point functionality threshold and confirm delivery within the required timeframe. Smaller enterprises may wish to partner through a registered joint venture, which requires a notarised agreement and separate tax compliance documents for each partner.
