Supply, delivery and installation of blue light and siren systems for 16 law enforcement vehicles in Greater Tzaneen. Bids are scored on functionality (company experience, key personnel, warranty) and then 80/20 on price and specific goals. Closes 9 November 2026.
The Greater Tzaneen Municipality, through its Supply Chain Management Unit, has invited bids for the supply, delivery and installation of blue light and siren systems for 16 law enforcement officers' vehicles. The contract is a once-off appointment covering the procurement of compliant traffic blue lights and sirens, their delivery to the municipality, and their professional installation on each vehicle. Bidders must supply a detailed brochure for the traffic blue lights and siren that meets the minimum specifications set out in the bid documents. The full technical specifications are contained in the bid documents, which are available from the municipal website (www.greatertzaneen.gov.za), eTenders, and the Supply Chain Management Office.
The evaluation follows a two-stage process. In Stage 1, bids are assessed on functionality, with a maximum of 100 points allocated as follows: company work experience (50 points), key personnel experience and qualifications (30 points), and warranty and guarantee (20 points). Bidders must submit proof of company work experience, the qualifications and experience of key personnel, and the warranty and guarantee terms. Bidders must also attend the compulsory briefing session on 30 October 2026 at 10:00 at the Greater Tzaneen Municipality Civic Centre (Old Fire Hall). Failure to attend, or to provide the required mandatory documents, may result in disqualification. In Stage 2, bids that meet the functionality threshold are evaluated on the preference point system, where 80 points are allocated to price and 20 points to specific goals.
Bidders must also meet the administrative requirements, failing which they may be disqualified. These include a copy of the company's CIPC registration documents, ID copies of all directors, the latest CSD registration summary report, a valid tax compliance status PIN or certificate, and a statement of municipal rates and taxes for both the company and its directors (not older than three months; if renting, a lease agreement must be provided). Where a joint venture is proposed, a signed joint venture agreement from both parties must be submitted. Proof of purchase of the tender document is also required, at a non-refundable fee of R700.00, paid either at the Revenue Offices, Civic Centre, Agatha Street, or by EFT, with the bid number and company name as the reference. Completed bids, with all attachments, must be placed in sealed envelopes and deposited in the bid box at the Tzaneen Civic Centre, Agatha Street, by 12:00 on 9 November 2026, when bids will be opened at the Council Chamber. Administrative enquiries may be directed to Mr A. Liversage at 015 307 8296.
