Stadium Re-grassing and Irrigation System Installation NEW

The Greater Tzaneen Municipality, through its Supply Chain Management Unit, invites suitably qualified service providers to submit bids under tender reference SCMU 33/2026 for the re-grassing of Nkowankowa Stadium and the installation of an irrigation system. The contract is for a fixed period of two (2) months and covers the renovation of the stadium playing surface and the supply and installation of a system to irrigate the grass. The project is aimed at restoring the stadium to a usable condition for community sporting activities and improving the long-term maintenance of the playing field through efficient water management.

Bidders must meet several mandatory requirements to avoid disqualification. These include proof of purchase of the tender document (by EFT or manual payment of the non-refundable R700.00 fee), attendance at the compulsory briefing session and site inspection at the Greater Tzaneen Municipality Civic Centre (Old Fire Hall) on 29 October 2026 at 11:45, and registration of the company or its director(s) with the South African Landscape Institute (SALI). Bids are evaluated in two stages. In the functionality stage, bids are scored on company work experience (30 points), key personnel qualifications and experience (30 points), SALI registration (30 points), and methodology and technical approach (10 points). Bids that pass the functionality stage are then evaluated on the 80/20 preference point system, with 80 points allocated to price and 20 points to specific goals. Minimum functionality thresholds and detailed specifications are set out in the bid documents, which are available from the municipal website, eTenders, or the SCM Office.

Administrative compliance is also essential. Successful bidders must provide a CIPC company registration certificate, identity documents for all directors, a current CSD registration summary report, a valid tax compliance status PIN or certificate, and a municipal rates and taxes statement for the company and its directors, dated within three months. Joint ventures must submit a signed joint venture agreement.
