Overview

Summary

Border Management Authority tender for a 12-month subscription to verified threat intelligence feeds covering terrorism, illicit finance, arms trafficking, strategic trade controls and organised crime on first-tier border threats. Requires graded, citable reporting with persistent references, programmatic machine-readable delivery, and coverage of the six neighbouring states. Closes 10 November 2026.

Detailed Description

The Border Management Authority (BMA) through its National Border Targeting Centre is procuring a 12-month subscription to verified threat intelligence feeds focused on first-tier border threats. The requirement is for verified, citable reporting rather than aggregated open-source material. Each item must state its originating source type, verification basis, event date, reporting date and a persistent reference, and single-source items must be clearly identified. The five required threat categories are terrorism, sabotage and violent extremist exploitation of the border; illicit financial flows and trade-based value transfer; small arms, ammunition and explosives; strategic trade control and dual-use goods; and organised crime networks and facilitation services. Coverage must extend beyond South African territory to the six neighbouring states, regional transit corridors and source and destination markets served through South African ports. The supplier must provide material that is not obtainable from open sources, such as beneficial ownership and network resolution, analysed conveyance behaviour, vetted human-derived reporting and financial typology reporting, all lawfully obtained and lawfully transferable to a South African organ of state.

Delivery must be a standing, machine-readable feed retrievable programmatically so that items can enter the Centre's registers and risk engine without manual re-keying, with alerts issued ahead of the regular cadence for time-critical items. The Authority requires rights to use material in products at OFFICIAL level and above, to disseminate assessed products to fusion partners, and to retain received items after the subscription ends, the last being a condition of award. The service includes ten named analyst user accounts reassignable between staff, a named supplier analyst point of contact, and an induction for the ten users on feed structure, sourcing method and limits. Invoicing must be to the Authority rather than by card, with automatic renewal switchable off.

Bidders must pass mandatory pass/fail requirements, including a sample of at least fifty live items gradeable by Authority analysts, proof of data principal status or written authorisation, a signed lawful-sourcing warranty, a professional indemnity cover of R160 million upon appointment, and evidence of a comparable service to a government, law enforcement or regulatory client within the last three years. Standard National Treasury conditions apply, including CSD registration, valid tax compliance status, the 80/20 preference point system, and SBD forms. Acceptance is based on a working trial against live reporting. Bidders should note that the Authority does not accept supplier risk scores as findings, and that bids for open-source collection, link analysis or commercial data subscriptions under other items do not satisfy this requirement.

Suitable Businesses

Intelligence and threat analysis providers that are data principals or hold written authority from one, with verified reporting capabilities covering terrorism financing, arms trafficking, trade-based money laundering, strategic trade controls and organised crime across Southern Africa. Suitable firms must be able to supply lawfully obtained human-derived and non-open-source material, provide machine-readable APIs, meet the mandatory pass/fail criteria, and show a comparable government or law enforcement client within three years. Open-source, data analytics or commercial data subscription providers without verified, gradeable reporting should not apply on the basis of this tender alone. Consortia or joint ventures may bid provided each party submits separate tax and CSD documentation. Closing date: 10 November 2026, 11:00.
