Bidders must show a proven agricultural project management track record, key personnel with relevant registrations, and a physical office in the North West Province. Bids close 20 November 2026 at 11:00.

Detailed Description

The North West Department of Agriculture and Rural Development (DARD) is inviting qualified service providers to establish and operate a Project Management Unit (PMU) responsible for implementing and managing departmental agricultural and rural development projects within the province. The appointment is for a fixed period of thirty-six (36) months and is aimed at supporting national food security, inclusive economic growth through agricultural development, and sustainable rural livelihoods. The scope includes implementing agreed projects and those handed over by departmental management, submitting detailed progress reports on a monthly, quarterly and as-required basis, preparing comprehensive close-out reports for each completed project, and facilitating all regulatory compliance required for identified projects. The appointed provider must ensure all work complies with applicable laws and regulations.

Bidders are evaluated in three phases. Phase 1 is a pass/fail screening of mandatory documents, including a valid CSD registration report, fully completed and signed Standard Bidding Documents, a SARS Tax PIN, a SACPCMP certificate, and the latest bank rating. Joint ventures must provide a signed agreement and separate CSD and tax compliance status for each party. Phase 2 is a functionality evaluation scored out of 100, with a minimum threshold of 75 points. Scoring covers the qualifications, registration and experience of key personnel (30 points), including the project leader, project manager, project engineer, agriculture specialist and social facilitator; company profile and cumulative value of similar projects completed in the last five years (20 points); client references supported by signed completion certificates (15 points); and locality of the primary office, with full points for a primary office in the North West Province (35 points). Eligibility requires registration with relevant professional bodies, an appropriate qualification from a reputable South African institution (foreign qualifications must be SAQA-verified), and a proven track record in agricultural project management. Bidders must also demonstrate the financial and operational capacity to deliver.

For qualifying service providers, the contract offers a substantial, multi-year opportunity to deliver large-scale public agricultural programmes and build a strong portfolio of government work. Under the contract, the Department will own any intellectual property arising from the projects. Bids must be submitted in sealed envelopes to the departmental bid box in Mmabatho by 11:00 on 20 November 2026, with no compulsory briefing session. Bids are valid for 90 days, must be priced in South African Rand and include VAT, and are subject to the Preferential Procurement Policy Framework Act, the PFMA, the BBBEE Act, and CIDB prescripts. Technical enquiries may be directed to Ms B. Pule and Ms A. Dikolomela, and general SCM enquiries to Ms M. Matsheka.

Suitable Businesses

Project management consultancies with proven experience delivering agricultural or rural development projects, particularly those with a primary office in the North West Province. Suitable bidders include firms employing registered project managers, agricultural specialists (SACNASP-registered where applicable), registered engineers (ECSA) and social facilitators (SACSSP-registered), with verifiable client references and completion certificates. Joint ventures combining agricultural expertise with project management capacity may also be well placed, provided each party is CSD-registered and tax compliant. Businesses without these capabilities, or without a physical presence in the province, will score lower and may not pass the 75-point threshold.
