3-Year Scheduled Genset Maintenance Services

Transnet Engineering, an operating division of Transnet SOC Ltd, has issued a Request for Proposal (RFP No. PPA-108378 / TE/2026/03/1153/3845/RFP) for a three-year scheduled maintenance contract for the diesel genset units installed on Phelophepa trains. The scope covers two Volvo Penta TAD1345GE engines, each driving a Leroy-Somer LSA 47.2 S5 alternator rated at 450 kVA. The contract is structured around four defined service packages: a routine service with oil, fuel and water-trap filter changes, coolant and battery checks, and engine protection tests; a 1000-hour service; a 2000-hour service; and a major year-end service scheduled between October and January. The major service includes replacing V-belts, bearings, oil seals and antifreeze, ultrasonic cleaning of radiators and intercoolers, and overhauling alternators and starter motors. All parts and consumables must be OEM-approved for the engine make and model.

Each service visit must be documented with a job card recording the job location, start and end times, fault alarms and warnings found before work began, work performed, spares and consumables used, and any defects or further maintenance recommended. Before a job is closed, the engine must run fault-free for at least 20 minutes, witnessed and signed off by the on-board Phelophepa train technician. Bidders must also supply antifreeze concentration and battery load test reports. The estimated contract value is below R50 million, and Transnet will award the contract to a single bidder who must quote for all items on the tender. Evaluation runs in stages: administrative and substantive responsiveness, a minimum technical threshold of 85 points, then a final score weighted 80 for price and total cost of ownership and 20 for specific goals. Transnet may also negotiate a market-related price before award.

Key dates are a compulsory RFP briefing at Transnet Engineering Salt River (Coaches Admin Building, 19 Voortrekker Road) on 6 November 2026 at 10:00, a clarification deadline of 17 November 2026 at 12:00, and a closing date of 20 November 2026. Bids are submitted electronically through the Transnet e-Supplier portal, and bids remain valid for 180 business days. Mandatory returnable documents include the completed electronic pricing schedule, a valid CSD registration and tax compliance PIN, and a signed briefing attendance certificate. Specific goals preference points are available for B-BBEE Level 1 or 2 contributors, youth-owned, women-owned and disability-owned entities. The contract offers a multi-year, recurring revenue stream and the chance to build a track record with a major state-owned rail operator. Bidders should confirm their OEM parts supply, certified technician capability and railway safety compliance before responding.
