Buffalo City Metropolitan Development Agency seeks a graphic design firm to produce two tourism infrastructure funding proposals and three investment land parcel packages, including artistic impressions, infographics and maps. Bidders need 3+ years' experience, two reference letters totalling at least R100 000, and must deliver within about six weeks. Closes 9 November 2026 at 12:00.
The Buffalo City Metropolitan Development Agency (BCMDA) in East London, Eastern Cape, is inviting suitably qualified service providers to submit formal written quotations for graphic design and document visualisation services. The assignment covers four principal documents: two tourism infrastructure funding proposals and three investment opportunity packages for land parcels. The funding proposals must be professionally designed and formatted, include artistic impressions of envisioned projects, and cover areas such as project rationale, budgets, funding models, implementation programmes, risk considerations and maps. The investment packages must present property descriptions, locality and aerial imagery, available infrastructure, development parameters, potential economic benefits and investor calls to action. The two funding proposals should share a consistent BCMDA visual identity while allowing each project its own appropriate treatment.
The scope includes creative concept development, templates, colour palettes, typography, cover and section-divider design, page layout, infographics and data visualisations, map and site-plan formatting, and the integration of photographs and renders supplied by BCMDA. Deliverables include 10 print-ready PDFs, 10 digital PDFs with QR codes, five sets of editable source files, and all final graphic assets. The service provider must follow a five-phase methodology (inception, creative direction, document development, review with at least two revision rounds per document, and finalisation) over an anticipated six-week timeframe. The service provider is not responsible for surveying, GIS analysis, town planning or verifying technical and financial data. Work may be carried out remotely, with occasional on-site attendance. Intellectual property in the final artwork transfers to BCMDA upon payment of fees, subject to third-party licensing.
Mandatory requirements include at least three years' experience in professional graphic design, demonstrated experience producing reports, proposals or investment documents, and proof of completed investment promotion or tourism brochure projects totalling at least R100 000, supported by two letters of reference (purchase orders, invoices and appointment letters are not accepted). Bidders must also submit a CSD registration summary, MBD 4, MBD 6.1, MBD 7.1, MBD 8, MBD 9 and a Declaration of Bidder, plus municipal account or debt clearance proof for the company and its directors. Quotations are evaluated 80/20 on price and specific goals (B-BBEE Level 1, Buffalo City location, and black women, youth or disabled ownership). Quotes must be hand-delivered in a sealed envelope to the BCMDA quotations box at 69 Frere Road, Vincent, East London, by 12:00 on 9 November 2026. Emailed or faxed submissions are not accepted, and quotes are valid for 90 days.
Graphic design agencies, creative studios, and visual communication firms with at least three years' experience producing investment, funding, property or tourism documents. Businesses must hold a valid CSD registration, have a portfolio of comparable work, and be able to provide two reference letters for completed brochure or catalogue projects worth at least R100 000 in total. Buffalo City-based firms, and businesses owned by black women, black youth or persons with disabilities, may be eligible for additional specific-goals points. Firms with GIS or cartographic capability and strong print and digital production skills are well suited.
