Panel of service providers for psychological and non-psychological assessments, online platforms, reporting and accreditation training supporting leadership, team and organisational development. Runs 36 months; bidders may tender for one or more of eight Parts (A-H).
The City of Cape Town's Organisational Effectiveness and Innovation (OE&I) Department is establishing a panel of service providers to supply assessment methodologies, diagnostic tools, online reporting platforms and accreditation training. The panel supports leadership development, team effectiveness, talent management, coaching, change management, culture transformation and stress management across the City. The contract period is 36 months from commencement. The City intends to appoint a main and an alternative provider per Part, and reserves the right to award Parts independently and to use only selected services. Tenderers may bid for one or more of the following eight Parts: Part A, Leadership Development Assessment Suite (personality, development areas, reasoning, values and motives); Part B, Cognitive Capability, Thinking Styles and Problem-Solving Assessment; Part C, Emotional Intelligence Assessment; Part D, Stress and Wellbeing Assessment; Part E, Counterproductive Work Behaviour Assessment; Part F, Personality Type, Career Development and Team Development Assessments; Part G, Individual and Team Behavioural Assessments and Development Methodologies (non-HPCSA); and Part H, Team Performance, Team Culture and Team Effectiveness Assessment (non-HPCSA).
Parts A to F are HPCSA-regulated psychological assessments and require access to registered Organisational Psychologists or Psychometrists, with evidence of registration and practitioner accreditation submitted at closing. Parts G and H are non-HPCSA methodologies that may be administered by Organisational Development practitioners, HR practitioners, coaches and leaders. All Parts require a platform capable of online administration, automated individual and team reports, secure cloud-based access, an administrator dashboard with user management, and multiple cohort project management. Tenderers must also provide training covering administrator use, practitioner use, training materials, report interpretation, ethical use and onboarding support. Accreditation training must be offered both remotely and in person in Cape Town, priced per delegate on an all-inclusive basis. Assessment data must remain City-owned and accessible for five years after contract conclusion, and POPIA compliance and informed-consent processes are required.
Bidders must meet eligibility criteria, including sample reports, valid tax compliance and Central Supplier Database registration, and must price every item within each Part they bid for. Functionality is scored out of 100 across tool purpose fit, supplier experience (at least three client references from 2021 onward, drawn from organisations of 500+ employees across the relevant leadership levels), practitioner accreditation, implementation and support, system capability, and training expertise. A minimum of 70 points is required, and pricing carries 80 points with 20 points for preference (B-BBEE and specific goals). A compulsory clarification meeting is not required, but a site visit or clarification meeting is strongly recommended on 20 November 2026 at 10:00. The closing date is 7 December 2026 at 10:00.
Suitable for HPCSA-registered organisational psychology practices and psychometrists that can provide accredited psychometric tools (Parts A-F), and for organisational development consultancies, assessment publishers, authorised distributors and coaching or team-development firms offering non-HPCSA methodologies (Parts G-H). Applicants should have at least three references from organisations of 500+ employees since 2021, online assessment platforms with automated reporting, practitioner accreditation programmes available in remote and in-person formats, documented POPIA-compliant data practices, and valid SARS tax compliance and CSD registration. Bidders with a single Part capability may tender for that Part only. Joint ventures and consortia are permitted with a clear statement of each party's role.
