Psychometric and Behavioural Assessment Services NEW

The City of Cape Town is seeking a suitably qualified and experienced service provider to conduct psychometric and behavioural assessments for its staff selection and development processes. The contract runs for 36 months from the commencement date and is intended to supplement the City's internal assessment team, particularly for overflow demand and for assessments required outside the Cape Town metropolitan area. The City will supply the psychometric instruments, behavioural simulations, Behaviourally Anchored Rating Scales (BARS), candidate consent forms and report templates. Assessments are to cover Supervisory, Middle Management and Senior Management levels, including in-basket exercises, role-plays and case studies, with the Senior Management level also including the CPP and/or HDS instruments where specified.

The successful provider must field a minimum assessment team of one Registered Psychologist (HPCSA) responsible for assessment governance, quality assurance and review of outputs; at least three HPCSA-registered Psychometrists experienced in integrated competency-based report writing and assessment feedback; and one Assessment Coordinator responsible for candidate liaison, scheduling and communication with hiring managers and recruiters. Operational service levels are strict: candidates must be contacted and assessments scheduled within two working days of a request, full integrated competency-based reports must be delivered within three working days of completion, and individual candidate feedback must be provided within five working days. Penalties of 1% apply to specified service failures, capped at 4% of the applicable assessment process. The provider must also submit monthly reports and maintain a candidate assessment database, and must bear the cost of assessor training and accreditation on the City's tools. Replacement of named resources requires the City's prior written approval.

Bidders are evaluated on functionality (minimum qualifying score of 60 out of 100) and price, using the 80/20 preference point system. Functionality covers organisational experience in delivering psychometric assessments with simulations across the three occupational levels over the past five years, the qualifications and experience of the proposed team, and the coordinator's experience. Preference points are available for specific goals including Promotion of Micro and Small Enterprises, Enterprise and Supplier Development, and Skills Development or Employee Share Scheme. Pricing is requested per unit across 19 service items, with fixed rates for the contract duration. A site visit and clarification meeting is scheduled for 20 November 2026 at 10:00 (online, not compulsory but strongly recommended). Tender documents are available from the City's website free of charge; a non-refundable R200 fee applies to hard copies. Submissions close on 8 December 2026 at 10:00 and must be deposited in the designated tender box at the Civic Centre, 12 Hertzog Boulevard, Cape Town.
